Կառավարությունն անգամ գործող ԸՕ-ով ընտրությունների անցկացման դեպքում պատրաստ է ապահովել դրանց նկատմամբ մաքսիմալ վստահություն. Արտակ Զեյնալյան

ՀՀ կառավարությունը նույնիսկ գործող ընտրական օրենսգրքով պատրաստ է անցկացնել խորհրդարանական այնպիսի ընտրություններ, որոնց նկատմամբ վստահությունը կլինի մաքսիմալ: «Արմենպրես»-ի հաղորդմամբ`ԱԺ-ում Ընտրական օրենսգրքի առաջին ընթերցմանը կառավարության այս հանձնառությունը վերահաստատեց ՀՀ արդարադատության նախարարի պաշտոնակատար Արտակ Զեյնալյանը:

ԱԺ փոխխոսնակ Միքայել Մելքումյանը հետաքրքրվեց ՝գործող Ընտրական օրենսգրքի մնալու դեպքում իշխանության որակը հնարավոր է արդյոք տուժի:

«Ես վերահաստատում եմ կառավարության հանձնառությունը՝ գործող ընտրական օրենսգրքով անցկացնել այնպիսի ընտրություններ, որոնց նկատմամբ հանրության վստահությունը կլինի մաքսիմալ: Սակայն կառավարությունը շահագրգռված է, որ արտահերթ ընտրություններն անցկացվեն համամասնական ընտրակարգով»,-ասաց Զեյնալյանը:

Նա նկատեց՝ առաջարկվող նախագիծն ավելի նպաստավոր է ընտրական ինստիտուտների նկատմամբ հավատի ձևավորման տեսակետից: Սակայն փոփոխությունների չընդունվելու դեպքում անգամ կառավարությունը հանձնառու է  գործող օրենսգրքով անցկացնել այնպիսի ընտրություններ, որոնց նկատմամբ այդ պայմաններում հնարավոր կլինի ապահովել առավելագույն վստահություն: Զեյնալյանը նկատեց՝  այդպես անցկացվեցին նաև Երևանի ավագանու ընտրությունները, որոնց նկատմամբ վստահության ռեսուրսն ավելի բարձր էր, քան նախորդ ընտրությունների ժամանակ:

«Ծառուկյան» խմբակցության անդամ Միքայել Մելքումյանը նշեց՝ իրենք ևս միանշանակ կողմ են համամասնական ընտրակարգին, դրանից բխող լուծումներին և կարգավորումներին:

ՀՀ կառավարությունը հոկտեմբերի 16-ի նիստում հավանություն էր տվել Ընտրական օրենսգրքի բարեփոխումների փաթեթին: Այնուհետև ՀՀ փոխվարչապետի պաշտոնակատար Արարատ Միրզոյանը, ՀՀ արդարադատության նախարարի պաշտոնակատար Արտակ Զեյնալյանը փաթեթի վերաբերյալ քննարկումները շարունակել են ԱԺ խմբակցությունների հետ, լսել նրանց առաջարկները: ԱԺ պետաիրավական և մարդու իրավունքների պաշտպանության հարցերի մշտական հանձնաժողովը հոկտեմբերի 19-ին հավանություն էր տվել Ընտրական օրենսգրքում և հարակից նախագծերի փաթեթում փոփոխությունների նախագծին: Դրանից հետո Վենետիկի հանձնաժողովը ևս հայտարարություն էր ընդունել ՀՀ ընտրական օրենսգրքի նախագծերի վերաբերյալ: Դրանում, մասնավորապես նշվել էր, որ առաջարկվող փոփոխությունները լեգիտիմ նպատակներ են հետապնդում և հիմնականում դրական են: Ընտրական օրենսգրքի առաջարկվող բարեփոխումներով ռեյտինգային ընտրակարգից անցում է կատարվում համամասնական ընտրակարգի, խորհրդարանի անցողիկ շեմը նվազեցվում է մեկ տոկոսով, կրճատվում է ընտրական գրավը: Ընտրությունների արդյունքում խորհրդարան կանցնեն չորս քաղաքական ուժեր:
