Կադրային նշանակումները պետք է բացատրել. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
Վերջին շրջանում կադրային քաղաքականությունը դարձել է այն եզակի ուղղություններից մեկը, որտեղ առկա է քննադատություն նոր իշխանությունների հասցեին: Վերջերս հրապարակված մի սոցհարցման տվյալներով էլ հենց կադրային քաղաքականությունն ու առանձին նշանակումներն էին ամենաշատը մտահոգում քաղաքացիներին, չնայած վերջիններս ակնհայտորեն շարունակում են անվերապահ վստահել անձամբ Փաշինյանին:
Մեծ հաշվով, սակայն, խնդրահարույց է ոչ թե այս կամ այն նշանակումը, այլ այդ նշանակումների բացատրությունը: Խոսքը ոչ թե ստերիլ բացատրությունների մասին է, այլ խորքային հաշվետվության, հաշվետվություն, որ պետք է հստակ սահմանի ոչ թե նշանակման բարոյական ֆոնը, այլ պրակտիկ նշանակությունը և պատասխանի կոնկրետ հարցերի՝ ի՞նչ խնդիր է դրվել կոնկրետ պաշտոնյայի առաջ, ինչպիսի՞ն ենք մենք պատկերացնում տվ յալ ոլորտն ու տվյալ պաշտոնից բխող գործողությունները, ի՞նչպիսի միջնաժամկետ ու երկարաժամկետ արդյունքներ ենք ակնկալում:
Հասկանալի է, որ իշխանությունն ու անձամբ Փաշինյանն ունեն ահռելի վարկանիշ, և այդ վարկանիշն օգնում է նրանց համոզիչ թվալ ցանկացած նշանակման ու դրա հիմնավորման դեպքում: Բայց պետք է հասկանալ, որ նախ՝ վարկանիշն անսպառ ռեսուրս չէ, այն բավական տատանվող դինամիկա ունի: Երկրորդ՝ հեղափոխությունը սահմանել է քաղաքական հաղորդակցության բոլորովին այլ, որակապես ուրիշ չափանիշներ, ինչը ենթադրում է հասարակության, հատկապես դրա ակտիվ ու մտահոգ հատվածի հետ ազնիվ, բաց և անկեղծ երկխոսություն: Երրորդ՝ հաճախ հնչում են հիմնավորումներ, թե այս կամ այն պաշտոնի նշանակված մարդը խիստ բարոյական է, մտավորական է, որևէ սկանդալի կամ կոռուպցիոն գործարքի մեջ ներքաշված չի եղել: Հիանալի է, իհարկե, որ պաշտոնյաներն ունեն կամ ունենան անբիծ կենսագրություն, բայց հարց է, թե որքանով է դա բավարար նրանց մասնագիտական գործունեության համար:
Որպեսզի այս բոլոր հարցերը չտրվեն պոստֆակտում, այն ժամանակ, երբ ռուբիկոնն անցած կլինի, այդ հարցերը պետք է տալ ու դրանց պատասխանել հիմա: Եվ այդ գործով պետք է զբաղվի երկրի քաղաքական ղեկավարությունը, որովհետև, ուզած, թե չուզած, որևէ՝ վատ կամ լավ նշանակովի պաշտոնյայից հասարակությունը «հարցում» չի անելու, այդ հարցումն արվելու է բարձրագույն ղեկավարությունից:
