Օրերս Աբովյան քաղաքի հիմնադրման 55 ամյակի տոնական միջոցառումները կարող էին համալրել հայաստանյան բազմաթիվ այլ քաղաքների, այդ թվում նաև մայրաքաղաք Երևանին նվիրված արարողությունների շարքը, եթե չլիներ մի առանձնահատկություն։ Խոսքը թերևս անհատի կողմից այնպիսի մասշտաբային ծրագրի մեկնարկի մասին է, որի մասին Աբովյան քաղաքին նվիրված միջոցումների ընթացքում բարձրաձայնեց ԲՀԿ ղեկավար, Աբովյանի պատվավոր քաղաքացի Գագիկ Ծառուկյանը։

 Վերջինս նշեց, որ առաջիկայում Աբովյանում մեկնարկելու է երիտասարդ ընտանիքների համար մատչելի բնակարանաշինական մի ծրագիր, որն ըստ էության, դուրս է գալիս զուտ քաղաքային մաստաբներից և թերևս ունի համապետական նշանակություն։ Համաձայն Ծառուկյանի հայտարարության, շուրջ 40 000 մետր քառակուսի ընդգրկող բնակարաշիանական ծրագրի շահառու դարձող երիտասարդները հանրավորություն կունենան ամսական 60-70 հազար դրամ վճարային սահմաններով հիփոթեքային վարկեր ձեռք բերել նորակառույց ձեռք բերելու համար։ Բովանդակային առումով նման պայմաններով հիպոթեքային վարկավորում Հայաստանում ներկայումս չկա։ Սակայն Ծառուկյանի նախաձեռնության աննախադեպությունը միայն այստեղ չի կայանում։

Ըստ էության, մինչ օրս, երբ մենք լսում ենք այս կամ այն գործարարի կողմից որևէ բարեգործական շինարարական ծրագրի մասին, ապա որպես կանոն այդ ծրագրերի ճնշող մեծամասնությունը կապված է լինում հոգևոր կառույցների, իսկ ավելի ստույգ՝ եկեղեցիների կառուցման հետ։ Ինչ խոսք, նույն Գագիկ Ծառուկյանի հովանավորությամբ կառուցվեց նաև Աբովյանի սբ․ Հովհաննես Մկրտիչ եկեղեցին, որն այսօր դարձել է Աբովյան քաղաքի այցեքարտը, սակայն այս նոր ծրագրով, Ծառուկյանը պարզապես ցույց է տալիս, որ բարեգործական, իսկ ավելի ճիշտ կլինի ասել հայրենանվեր գործունեությունը չի կարող որևէ սահմանափակումներ ունենալ։

 Թերևս պետք է արձանագրենք, որ սուբսիդավորված բնակարանաշինական ծրագրերը մինչ օրս եղել են պետության, այսպես ասած, «մենաշնորհը»՝ դրական իմաստով։ Սակայն ինչպես կարող ենք տեսնել Ծառուկյանի նախաձեռնությունից, պետական մտածողության առկայության պայմաններում, նմանօրինակ ծրագրեր կարող են ծնվել նաև անհատների մոտ։ Ի վերջո Գագիկ Ծառուկյանը մեկ մարդ է, ով իր գործունեությամբ կարողանում է ընդգրկել համապետական մասշտաբներ։ Աբովյանում մեկնարկելիք բնակարանաշինական ծրագիրը սոսկ բարեգործություն չէ կամ նվիրատվություն, այն արմատական փոփոխություն է պետական մտածողության  ընկալման սահմանների շուրջ։ Ի վերջո, կարելի է կառուցել եկեղեցիներ, դպրոցներ, մանկապարտեզներ, տարբեր կենտրոններ և այն, չթերագանահտելով նման օրինակները, այնուամենայնիվ պետք է նշել, որ այդ վայրեր հաճախելու համար պետք է լինեն երեխաներ, որնք էլ իրենց հերթին պետք է ծնվեն երկիտասարդ ընտանիքներում։ Սա հայեցակարգային  խնդիր է, որի լուծումը այդ երիտասարդ ընտանիքների համար բնակարանային խնդրի լուծումն է։ Պատահական չէ, հայաստանյան պետական իշխանությունը տարիներ շարունակ տարբեր ծրագրեր է մշակում երիտասարդների համար սեփական բնակարանն ունենալը մատչելի դարձնելու համար։ Այս տեսանկյունից Ծառուկյանի նախաձեռնությունը կարող է վարակիչ լինել այնպիսի գործարարների համար, որոնք իհարկե, ունենա պետական մտածողություն։ Կտեսնենք նման օրինակներ մենք ապագայում, թե ոչ ցույց կտա ժամանակը, սակայն ակնհայտ է, որ Աբովյանում մեկնարկելիք բնակարանաշինական ծրագիրը կարող է ստանալ համապետական նշանակություն, ինչպես նաև որոշակի ազդեցություն ունենալ երկրում ներկայումս գործող նման ծրագրերի վրա՝ առնվազն պայմանների տեսանկյունից։
