Կոռուպցիայի դեմ բարոյական գնահատականներով չեն պայքարում. «Փաստ»
ANALYSIS«Փաստ» օրաթերթը գրում է.
Նախօրեին կաշառք ստանալու կասկածանքով բերման էին ենթարկվել Սևանի ՊԵԿ մի քանի աշխատակիցներ, ինչին վարչապետի պաշտոնակատար Փաշինյանն արձագանքելով իր ֆեյսբուքյան էջում՝ նշել էր. «Առավելևս Նոր Հայաստանում կաշառք պահանջել կարող է միայն ստահակը: Սրանց պետք է արմատախիլ անել»:
Նիկոլ Փաշինյանի բաց, թափանցիկ, արագ արձագանքով գործունեությունը, ընդ որում, ոչ միայն Ֆեյսբուքում, լիովին բխում է հեղափոխության հռչակած արժեքներից: Սակայն, այսքանով հանդերձ, կան մի քանի մտահոգություններ Փաշինյանի այդ գրառման կապակցությամբ:
Նախ, ինչպես արդեն նշեցինք, շատ լավ է, որ Փաշինյանը բաց և ազատ շփման մեջ է սոցիալական ցանցում, բայց արդյո՞ք չարժե հաշվի առնել նախկինում գրանցված դեպքերը, երբ իրավապահ մարմինները հանդես էին գալիս հաղորդագրությամբ, վարչապետը անդրադառնում էր դրանց, հետո արդեն նույն իրավապահ մարմինները պարզում էին, որ իրենց օպերատիվ տվյալները իրականությանը չէին համապատասխանում:
Հետո, այն հանգամանքը, որ կոռուպցիան փաստացի հռչակվել է այս հեղափոխության հիմնական թշնամին, չի նշանակում, թե դրա դեմ պետք է պայքարել բարոյական ձևակերպումներով: Իհարկե, որևէ ռացիոնալ բացատրություն չի կարող լինել, ասենք, կոռուպցիան գովերգելու կամ արդարացնելու: Բայց առանձին մարդկանց պիտակավորելով կոռուպցիայի դեմ պայքարելը առնվազն արդյունավետ չէ, էլ չենք խոսում անմեղության կանխավարկածի կամ անվանարկման մասին: Արդյունավետ չէ նախ և առաջ այն պատճառով, որ կոռուպցիան ինքնին համակարգային երևույթ է, ներծծված քաղաքական ինստիտուտների, կյանքի սոցիալական բաղադրիչների մեջ: Կոռուպցիայի արմատները ոչ թե այս կամ այն մարդկանց անձնային ու բարոյական որակներում պետք է փնտրել, այլ ավելի բարդ, խորքային շերտերում: Հեծանիվ հորինելու կարիք չկա, ի վերջո, Հայաստանն առաջին երկիրը չէ, որ որոշել է պայքարել կոռուպցիայի դեմ:
Ըստ այդմ, նմանատիպ գրառումները կամ ավելի են խորացնում կոռուպցիայի դեմ պայքարի եղած ռազմավարությունը կամ դրա բացակայությունը, երբ արդեն մի քանի ամիս է անցել իշխանափոխությունից, բայց կոռուպցիայի դեմ պայքարի միասնական, համակարգված որևէ մարմին չկա: Մեծ հաշվով չկա նաև կոռուպցիայի դեմ պայքար, կա առանձին կոռուպցիոն սկանդալների շուրջ իրավապահ մարմինների հետաքննություն՝ հարակից տեղեկատվական աղմուկով: Եթե այս մեթոդն ընդամենը հետհեղափոխական էմոցիոնալ մոլորություն է առ այն, որ կոռուպցիան բացառապես բացասական մարդկային հատկանիշ է, այսպես ասած, վատ ու չար մարդկանց զբաղմունք, ապա, ցավոք, վաղ թե ուշ իշխանությունների հակակոռուպցիոն քաղաքականությունը հանդիպելու է կրախի, իսկ դա արդեն սարսափելի ու անթույլատրելի է:
