Սյունիք գյուղական համայնքի ղեկավարն ամբողջությամբ վերականգնել է պետությանը պատճառված շուրջ 3 մլն դրամի վնասը
SOCIETYՀՀ քննչական կոմիտեի Սյունիքի մարզային քննչական վարչությունում քննվող քրեական գործով ձեռնարկված անհրաժեշտ քննչական գործողությունների արդյունքում բավարար փաստական տվյալներ են ձեռք բերվել՝ իրավասու պաշտոնատար անձանց կողմից Սյունիքի մարզի մի շարք համայնքների հողօգտագործողներին ցորենի առաջին վերարտադրության սերմացուի և ազոտական պարարտանյութի տրամադրման վերաբերյալ պաշտոնական փաստաթղթերում, շահադիտական նպատակով, ակնհայտ կեղծ տեղեկություններ կամ գրառումներ մտցնելով սերմացու և ազոտական պարարտանյութ հափշտակելու վերաբերյալ։
Նախնական քննության տվյալներով՝ Սյունիքի մարզի Սյունիք համայնքի ղեկավարը, օժտված լինելով համայնքի սեփականության, գույքի, նյութական արժեքների տնօրինման, կառավարման հետ կապված վարչատնտեսական լիազորություններով, ցորենի սերմացուի և պարարտանյութի տրամադրման ծրագրի շրջանակներում, պաշտոնեական դիրքն օգտագործելով, շահադիտական նպատակով, պաշտոնական փաստաթղթերում ակնհայտ կեղծ տեղեկություններ մտցնելով և գրառումներ կատարելով, առերևույթ յուրացրել է խոշոր չափի գումար։ Չարաշահումներն արձանագրվել են 2014-2016թթ., որոնց հետևանքով պատճառված վնասը կազմել է 2.862.400 ՀՀ դրամ:
Կատարված բազմակողմանի քննության արդյունքում փաստական տվյալներ են ձեռք բերվել նաև Սյունիքի մարզի գյուղական համայնքներին տրամադրվող ազոտական պարարտանյութի բաշխման գործընթացում արձանագրված չարաշահումներին Սյունիքի մարզպետարանի աշխատակազմի գյուղատնտեսության և բնապահպանության վարչության բնապահպանական բաժնի պետի առնչության վերաբերյալ։ Նախնական քննության տվյալներով՝ վերջինս որպես Ագարակ գյուղի շահառու է ներկայացրել այդ գյուղի բնակիչ չհանդիսացող որդուն, Վերին Խոտանան գյուղի շահառու ներկայացրել տվյալ գյուղի բնակիչ չհանդիսացող մեկ այլ քաղաքացու, իսկ Նորաշենիկ գյուղի բնակչի անվամբ դուրս գրված ազոտական պարարտանյութը՝ յուրացրել։
Ձեռք բերված ապացույցների հիման վրա՝ Սյունիք համայնքի ղեկավարին մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 2-րդ մասի 1-ին և 3-րդ կետերով, 314-րդ հոդվածի 1-ին մասով նախատեսված հանրավտանգ արարքներ կատարելու համար, որպես խափանման միջոց ընտրվել է ստորագրություն՝ չհեռանալու մասին:
Նախաքննության ընթացքում մեղադրյալն ամբողջովին վերականգնել է պատճառված վնասը՝ ՀՀ քննչական կոմիտեի դեպոզիտ հաշվին փոխանցելով 2.862.400 ՀՀ դրամ։ Սյունիքի մարզպետարանի աշխատակազմի գյուղատնտեսության և բնապահպանության վարչության բնապահպանական բաժնի պետին մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 2-րդ մասի 1-ին կետով, նրա նկատմամբ որպես խափանման միջոց է ընտրվել ստորագրություն՝ չհեռանալու մասին:
2018թ. հոկտեմբերի 22-ին որոշում է կայացվել Սյունիք համայնքի ղեկավարի նկատմամբ դադարեցնել քրեական հետապնդումը՝ գործուն զղջալու հիմքով, իսկ մարզպետարանի աշխատակազմի գյուղատնտեսության և բնապահպանության վարչության բնապահպանական բաժնի պետի մասով քրեական գործը՝ մեղադրական եզրակացությամբ, ուղարկվել է նախաքննության օրինականության նկատմամբ հսկողություն իրականացնող դատախազին:
