POLITICSՏեսա, որ կա հնարավորություն նույն արդյունքը կամ ավելի լավ արդյունք ստանալ ավելի քիչ հաստիքներով: Այս մասին Tert.am-ի հետ զրույցում ասաց ֆինանսների նախարարի պաշտոնակատար Ատոմ Ջանջուղազյանը՝ անդրադառնալով գերատեսչությունում կրճատումների մասին մամուլի հրապարակմանը:
«Մեր կարծիքով` ղեկավար կազմի թիվը մի քիչ չափազանցված է պետական մարմիններում: Մեզ մոտ, օրինակ, 4-ից 1-ը ղեկավար է կամ այսպես ասած ղեկավարին սպասարկող անձնակազմ: Դա ամենավատը չէ, որովհետև որոշ տեղերում կա նաև 2-ից 1-ը, ցավոք սրտի: Եթե 10-ից 1-ը ղեկավար լինի, դա ավելի տրամաբանական կլինի»,- նշեց ֆինանսների նախարարի պաշտոնակատարը:
Ըստ մամուլում հրապարակված տեղեկության` ֆինանսների նախարարությունում լուրջ կադրային կրճատումներ են եղել, մասնավորապես՝ մոտ 150 պայմանագրային աշխատող է կրճատվել:
Ատոմ Ջանջուղազյանի խոսքով՝ ոչ թե 150, այլ 92 աշխատողների մասին է խոսքը, որոնցից 58-ն է եղել պայմանագրային:
Ֆինանսների նախարարի պաշտոնակատարի խոսքով՝ նախարարությունում կառուցվածքի փոփոխությունը, հաստիքների նվազեցումը բացասական որևէ ազդեցություն չի ունեցել:
«Ո՞րն է նախընտրելի ճանապարհը, որ մենք, որպես սոցիալական խնդիր, ինչ-որ մի տեղ պահենք հաստիքներ, որոնք որևէ ազդեցություն վերջնական արդյունքի վրա չունեն, թե ճիշտ հակառակը՝ գնանք այն ճանապարհով, որ առավելագույնս արդյունավետ, կոմպակտ հաստիքների թվաքանակով ապահովենք այն վերջնաարդյունքը, որն ակնկալում ենք»,- ասաց Ա. Ջանջուղազյանը:
Ընդ որում՝ խնդիրը չի վերաբերում միայն ֆինանսների նախարարությանը: Ատոմ Ջանջուղազյանի նշեց, որ ի պաշտոնե նախարարությունը ստիպված է եղել նույն խնդիրները տեսնել և բացահայտել նաև մյուս գերատեսչություններում:
«Ենթադրվում է, որ իրենց մոտ էլ կլինեն այդպիսի փոփոխություններ: Մենք մշտապես բողոքում ենք նրանից, որ պետական համակարգում աշխատավարձերը ցածր են, իսկ ցածր են նաև այն պատճառով, որ բաշխման համակարգն անարդյունավետ էր: Այս կրճատումներն, իհարկե, կազդեն աշխատողների աշխատավարձերի բարձրացման վրա: Միայն իմ ասած ղեկավար կազմի կրճատման արդյունքում նույն բյուջեի սահմաններում մոտ 20-22 տոկոսի լրացուցիչ վճարելու հնարավորություն ենք տեսնում»,- նշեց նախարարի պաշտոնակատարը:
