EcoGlobe-ի գլխավոր տնօրեն․ ԵՏՄ երկրներում օրգանական գյուղատնտեսության զարգացման համար պետական աջակցություն է անհրաժեշտ
ECONOMICSՕրգանական գյուղատնտեսական արտադրության մարզային շուկաները զարգացած չեն կամ բավարար զարգացած չեն, քանի որ մարզերում հողային հանդերի եւ ֆերմերային տնտեսությունների անբավարարություն կա, իսկ դրանք ագրոսեկտորի մեծ տոկոսն են կազմում։ Այդ մասին հոկտեմբերի 24-ին Երեւանում տեղի ունեցած «Եվրասիական շաբաթ» միջազգային համաժողովում ասաց EcoGlobe-ի (կազմակերպություն, որը ԵՄ-ում, Շվեյցարիայում ընդունված իր սեփական ստանդարտով հավաստագրում է օրգանական հողագործությունը Հայաստանում) հիմնադիր եւ գլխավոր տնօրեն Նունե Դարբինյանը։
Նա նշեց, որ տարածաշրջանում բացակայում է պահանջարկ ունեցող օրգանական ապրանքների արտադրությունը, ինչպես նաեւ չկա անհրաժեշտ պահանջարկը՝ սպառողը պահանջներ չի ներկայացնում։
«Հայաստանում, օրինակ, արտադրվում են շատ թանկարժեք, էլիտար, սպեցիֆիկ օրգանական մթերքներ՝ հյութեր, չրեր։ Մենք պետք է հասկանանք, որ միայն դրա հիման վրա օրգանական մթերքների ներքին շուկան զարգացնել հնարավոր չէ։ Անհրաժեշտ է արտադրել օրգանական բազային մթերքներ, հաց, կաթ, կաթնամթերք, ալյուր, ձու։ Սպառողը չի կարող իր պահանջարկները միայն հյութով բավարարել»,- ասաց Դարբինյանը։
Նրա կարծիքով, օրգանական գյուղմթերքների ներքին շուկայի ստեղծումը՝ սպառողի բազային կրթության ապահովման ճանապարհով սպառողական պահանջարկի ձեւավորմանը նպաստելը, օրգանական ապրանքանիշի հանդեպ վստահության ձեւավորումը եւ սպառողի կողմից անկախ մրցակցային հավաստագրման նշանակության ըմբռնումը, պետության խնդիրն է։
Միաժամանակ, ըստ նրա, առանձին եզակի դոնորային ծրագրերը, որ ժամանակ առ ժամանակ այս կամ այն երկրում իրականացվում են, ի վիճակի չեն տարածաշրջանն անհրաժեշտ մակարդակի հասցնել։
«Օրգանական գյուղատնտեսությանը պետական աջակցության բացակայությունը թույլ չի տալիս այս ոլորտի կարգավորման հնարավորություններ գտնել։ Հայաստանի օրինակով միակ շարժառիթ հանդիսանում է արտահանման հնարավորությունը, բայց դա բավարար չէ»,- ասաց Դարբինյանը։
Նրա խոսքերով՝օրգանական գյուղատնտեսությանն ուղղված ֆինանսական հոսքի ապահովման համար անհրաժեշտ է ստեղծել ներդրումային գայթակղիչ մեխանիզմներ՝ հարկային արտոնություններ, սուբսիդիաների տրամադրում, շուկաների ստեղծում (օրինակ՝ միայն օրգանիկայում գործածվող միջոցների շուկա), հավաստագրման ընթացքում ֆերմերներին աջակցում։
Ինչ վերաբերում է ԱՊՀ-ի եւ ԵՏՄ-ի օրգանական արտադրանքի առաջընթացին, այստեղ անհրաժեշտ է ներգրավված նորմատիվ-իրավական դաշտ ստեղծել ինչպես ԵՏՄ անդամ-երկրների, այնպես էլ միջազգային օրենսդրության համար։ Անհրաժեշտ է նաեւ, որ հավաստագրող մարմինները միջազգային հավաստագրում ունենան եւ միմյանց ճանաչեն։
«Միաժամանակ, ԵՏՄ-ն պետք է իր երկրների միջեւ օրգանական արտադրանքի ազատ շրջանառություն ապահովի, միասնական շուկա ստեղծի, վստահություն ստեղծի օրգանական կարգավիճակի հանդեպ եւ տարածաշրջանային ստանդարտ ստեղծի բոլոր խաղացողների համար։ Ընդ որում, պետությունները պետք է հասկանան, որ չի կարող լինել զարգացած օրգանիկա, եթե դրանում գյուղատնտեսությունը, բնապահպանական համակարգը եւ տնտեսությունը ներգրավված չլինեն»,- ասաց EcoGlobe-ի գլխավոր տնօրենը։
Այնուամենայնիվ, նա նշեց տարածաշրջանում օրգանական գյուղատնտեսության մի քանի ձեռքբերումներ՝ ԱՊՀ եւ ԵՏՄ երկրներում ձեւավորվել է օրգանական շարժում, ակտիվացել է հավաստագրման ոլորտում համագործակցությունը, հայտնվել են օրենսդրական նախաձեռնություններ (Հայաստանում, Ղազախստանում եւ Ռուսաստանում), ներդրվել են կամավոր մասնավոր ազգային ստանդարտներ (Հայաստանում եւ Ռուսաստանում)։
