Հոկտեմբերի 26-ին մեկնարկեց «Ներդրումներ և առևտուր» խորագիրը կրող տնտեսական համաժողովը, որին մասնակցում էին տասնյակ երկրներից եկած պատվիրակություններ՝ այդ երկրների բարձրաստիճան պաշտոնյաների և գործարարների մասնակցությամբ։ Համաժողովին մասնակցում էր նաև վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը։ Այս համաժողովն, ըստ էության, անակնկալ չէր, քանի որ դեռ ամսվա սկզբին Գագիկ Ծառուկյանը, որի հրավերով էլ Հայաստան էին ժամանել աշխարհի 20 երկրների պատվիրակները, արդեն իսկ հայտարարել էր նման խորհրդաժողով գումարելու մասին։

Ըստ էության, այս համաժողովը անկյունաքարային կարող է դառնալ Հայաստանի հետագա տնտեսական զարգացման համար։ Հետաքրքիրն այն է, որ, անկախ ներկայումս երկրում առկա ներքաղաքական իրադրությունից, անկախ ԱԺ սպասվող լուծարումից և նախընտրական շրջանից, Գագիկ Ծառուկյանը նման նախաձեռնությամբ հանդես գալով մատնացույց է անում երկրում թավշյա հեղափոխությունից հետո տնտեսական հեղափոխություն անելու անհրաժեշտությունը։ Այս մասին, ի դեպ , բառացի նշում  է նաև Ծառուկյանը իր խոսքում։

Ընդհանուր առմամբ այսօրինակ մակարդակի տնտեսական համաժողովը վկայում է, որ Ծառուկյանը խորապես ընկալում է հայաստանյան տնտեսության առջև ծառացած մարտահրավերների հաղթահարման առանցքային հայեցակարգը։ Սա շատ կարևոր ելակետ է, քանի որ, ինչպես նախկինում բազմիցս Ծառուկյանը նշել է իր հրապարակային ելույթներում հանրային շահը որպես գործարար և քաղաքական գործիչ, իր համար գտնվում է առաջնային դիրքում։ Միաժամանակ պետք է նշել, որ գուցե այլ գործչի պարագայում նման համաժողովը կամ ընդհնարապես այսօրինակ լայնամասշտաբ նախաձեռնությունների մենք կարող էին ականատես լինել ասենք, ընտրություններից հետո կամ էլ ընդհանրապես ականատես չլինեինք որևէ դրդապատճառով։

Սակայն այս տեսանկյունից Ծառուկյանը կոտրում է նաև գործարար լիելու նեղ պատկերացումները։ Ըստ էության, այս տնտեսական համաժողովում Գագիկ Ծառուկյանը հանդես է գալիս ոչ թե որպես հայաստանյան գործարար կամ հայաստանյան քաղաքական ուժի առաջնորդ, այլ ավելի շատ որպես համապետական դերակատարման գործիչ։ Ավելին, այսօրինակ տնտեսական համաժողովները, որոնք կարծես թե լինելու են շարունակական, աներկբա կերպով տալու են իրենց առարկայական պտուղները, սա անխուսափելի փաստ է։ Եվ հենց այստեղ է, որ մենք ականատես ենք լինում, թե ինչպես է գործիչը կարողանում անկախ երկրի քաղաքական կյանքի անցուդարձերից, առաջին տեղում դնել երկրի, պետության շահը։ Սա շատ կարևոր ելակետ է, քանի որ, եթե անկեղծ լինենք, Ծառուկյանը, ինչպես շատ-շատերը մեր օրերում, կարող էր իր տնտեսական հնարավորությունները, անձնական ու բիզնես կապերը և վերջապես սոցիալական կապիտալը օգտագործել զուտ իր կամ իր թիմի շահերն առաջխաղացնելու համար, ինչպես անում են շատ հայտնի գործիչներ ու գործարարներ։ Սակայն հենց այստեղ է Ծառուկյանի առանձնահատկությունը նրա ինքնաբավության և պետութենականության մեջ, որը մեծ հաշվով թելադրում է նրա պետական մասշտաբի մտածողությունը, որտեղ մշտապես անձնականը կամ թիմայինը ստորադասված են պետականին ու համերկրայինին։
