Ծառուկյանի նախաձեռնությունը որպես ՀՀ տնտեսական զարգացման բանալի

Հայաստանյան քաղաքական երկնակամարում շատ հազվադեպ են հանդիպում հասարակական, քաղաքական գործիչներ, որոնց սկզբունքայնությունը շատ դժվար է կասկածի տակ դնել։ Առավել դժվար են հանդիպում այնպիսիք, որոնց հայտարարությունները շատ կարճ ժամանակում առարկայական տեսք են ստանում։ Սակայն այդպիսի գործիչներ բարեբախտաբար կան։
Բոլորվին վերջերս, ԲՀԿ առաջնորդ գագիկ Ծառուկյանը հայտարարեց հոկտեմբերի վերջին իր հրավերով անցկացվելիք տնտեսական ֆորումի մասին։ Այսօր արդեն իսկ կարող ենք արձնագրել, որ սա լոկ հայտարարություն չէր, այլ հստակ ծրագրված ու կազմակերպված գործընթացի մասին իրազեկում։ Բանն այն է, որ հոկտեմբերի 26-ին Հայաստանում մեկնարկեց «Ներդրումներ և առևտուր» խորագիրը կրող համաժողովի անցկացումը։ Ծառուկյանի նախաձեռնությամբ անցկացվող տնտեսական այս ֆորումին մանակցում են շուրջ 20 երկրներից եկած պատվիրակություններ՝ կազմված բարձրաստիճան պաշտոնյաներից և գործարարներից։ Համաժողովի բացման խոսքում Գագիկ Ծառուկյանը նշեց, թե ներկայումս այլևս Հայաստանում տնտեսական հեղափոխություն անելու ժամանակն է։
Եվ իսկապես, ցանկացած հեղափոխություն միս ու արյուն և հեռանկար կարող է ունենալ գլխավորապես տնտեսական բարեփոխումների, եթե կուզեք` հեղափոխական բարեփոխումների արդյունքում։ Փաստացի ստացվում է այնպես, որ Տնտեսական բարեփոխումների հեղափոխությանը ձեռք է զարնում արդեն Գագիկ Ծառուկյանը։ Ըստ էության, Ծառուկյանի հայտարարությունը ցույց է տալիս, որ նա հանդես է գալիս որպես խոշոր պետական գործիչ և հեղափոխության կրող։ Այս փաստն առավել շեշտվում է սպասվող խորհրդարանական ընտրությունների ֆոնին, որն ինքնին ենթադրում է քաղաքական մրցակցություն։ Սակայն Ծառուկյանը, միայն նման նախաձեռնությամբ ցույց է տալիս, որ որպես պետական գործիչ նա վեր է կանգնած քաղաքական զարգացումներից ու ներքաղաքական տարբեր անցուդարձերից։ Սա առաջնային ցուցիչ է, քանի որ երբ խոսքը գնում է համապետական շահի մասին, ապա Ծառուկյանն այլևս հանդես է գալիս ոչ թե խորհրդարանական քաղաքական ուժի ղեկավար, ոչ թե որպես կուսակցության առաջնորդ կամ էլ որպես գործարար անհատ, այլ որպես պետական շահը գիտակցող, երկրի հետագա տնտեսական զարգացման ուղին պատկերացնող գործիչ, ով պատրաստ է առանց որևէ նախապայմանի իր բոլոր հնարավորությունները ծառայեցնել համընդհանուրի շահին։
Վերջապես եթե անգամ մի կողմ թողնենք այս փաստը, ապա պետք է արձնագրենք, որ այսօր թավշյա հեղափոխության դեմ ծառացած ամենալուրջ խնդիրներից մեկը տնտեսական արագացված զարգացումն է և այս գործում առաջնային գրավականն այն է, ինչ անում է Ծառուկյանը։ Այս տեսանկյունից վերոնշյալ տնտեսական համաժողովը կարող է բանալի դառնալ Հայաստանի տնտեսության վերակազմակերպման ու զարգացման ուղու համար։
