Լավրովն անդրադարձել է ԼՂ հիմնախնդրի բանակցային գործընթացում Արցախի՝ որպես բանակցող կողմ ներգրավման հնարավորությանը
SOCIETYԼեռնային Ղարաբաղի հակամարտության կարգավորման բանակցային գործընթացում ղարաբաղյան կողմի՝ որպես բանակցող կողմ ներգրավելու հարցը պետք է որոշեն հակամարտող երկրները: Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին ԵԱՀԿ գլխավոր քարտուղար Թոմաս Գրեմինգերի հետ հրավիրած մամուլի ասուլիսի ժամանակ ասաց Ռուսաստանի Դաշնության արտաքին գործերի նախարար Սերգեյ Լավրովը:
«Լեռնային Ղարաբաղը որպես բանակցային կողմ ներգրավելու մասին Նիկոլ Փաշինյանի հայտարարությունները մենք արդեն մեկնաբանել ենք: Դա այն հարցն է, որը պետք է որոշվի հակամարտող երկրների կողմից: Ժամանակին ԼՂ ներկայացուցիչները մասնակցել են բանակցություններին, սակայն ձևաչափը փոխվել է, և բանակցություններն արդեն շատ տարիներ տանում են միայն Հայաստանն ու Ադրբեջանը: Իհարկե, մենք ելնում ենք այն դիրքերից, որ բանակցային գործընթացում Հայաստանը հաշվի է առնում ԼՂ մոտեցումները: Բանակցային ձևաչափը փոխելու համար պետք է երկու կողմերի համաձայնությունը, որն այս պահին չկա»,- ասաց Լավրովը:
Նա նշեց, որ խնդրի կարգավորմամբ զբաղվում են ԵԱՀԿ Մինսկի խմբի համանախագահները՝ հիշեցնելով, որ համանախագահներն այս պահին էլ տարածաշրջանում են և հանդիպումներ են ունենում Հայաստանի ու Ադրբեջանի ղեկավարության հետ: ՌԴ արտգործնախարարը կարևորեց նմանօրինակ շփումների առկայությունը խնդրի կարգավորման տեսանկյունից:
Լավրովն ընդգծեց, որ համանախագահները վերջին տարիներին մեծ ջանքեր են գործադրել ԼՂ խնդրի կարգավորման ուղղությամբ: Նա հիշեցրեց, որ Դուշանբեում Նիկոլ Փաշինյանն ու Իլհամ Ալիևը որոշակի պայմանավորվածություններ են ձեռք բերել: «Որքանով տեղյակ եմ Դուշանբեի հանդիպման ժամանակ Հայաստանի վարչապետի պաշտոնակատարը (2018թ-ի սեպտեմբերի 28-ին Նիկոլ Փաշինյանը զբաղեցնում էր ՀՀ վարչապետի, այլ ոչ թե ՀՀ վարչապետի պաշտոնակատարի պաշտոնը, - Խմբ.) և Ադրբեջանի նախագահը համաձայնության են եկել այն մասին, որ պետք է շարունակել երկխոսությունը, պետք է արտգործնախարարները հանդիպեն: Կողմերը նշել են, որ Հայաստանն ու Ադրբեջանը պատրաստ են աշխատել ԵԱՀԿ Մինսկի խմբի համանախագահների հետ: Մենք միայն կարող ենք ողջունել այս որոշումները: Քանի դեռ Հայաստանում բուռն ներքաղաքական գործընթացները, որոնց մենք հետևում ենք, չեն ավարտվել, դժվար թե հնարավոր լինի քննարկել ճգնաժամից դուրս գալու հստակ տարբերակներ»,- ասաց Լավրովը:
Խոսելով ԼՂ խնդրի կարգավորման մասին՝ ԵԱՀԿ գլխավոր քարտուղարը ևս անդրադարձավ Դուշանբեում Փաշինյան-Ալիև հանդիպմանը՝ այն արդյունավետ որակելով: Նա հույս հայտնեց, որ հանդիպումը կնպաստի վստահության վերականգնմանը:
«Միլանում դեկտեմբերին կայանալիք նախարարական խորհրդում մենք մեր աջակցությունը կհայտնենք Մինսկի խմբի համանախագահների աշխատանքին, իսկ հակամարտող կողմերին կոչ կանենք գտնել քաղաքական կամք խնդրի կարգավորման համար: Կողմերի համար կարևոր է աշխատել կառուցողական մթնոլորտում՝ խուսափել հրահրող հռետորաբանությունից, ինչը թույլ կտա թուլացնել լարվածությունը շփման գծում: Նման մթնոլորտը ծայրահեղ անհրաժեշտ է, որպեսզի կողմերը գնան դժվար փոխզիջումների, որոնք անհրաժեշտ են երկարատև ու համապարփակ խաղաղության համար»,- ասաց Գրեմինգերը:
