Շուտով մայրաքաղաքում կստեղծվի շուրջօրյա շարժական պատրուլ. խորհրդակցություն ոստիկանությունում
SOCIETYՆոյեմբերի 8-ին ոստիկանությունում տեղի ունեցավ աշխատանքային խորհրդակցություն, որը վարում էր ՀՀ ոստիկանության պետ Վալերի Օսիպյանը: Մասնակցում էին ոստիկանության կոլեգիայի անդամներ, բոլոր ստորաբաժանումների ղեկավարներ:
Ոստիկանության պետն անդրադարձավ օրեր առաջ իր ստորագրած ներքին կարգապահական կանոնները հաստատելու մասին հրամանին: Դրա մեջ մանրամասն ներկայացված են ոստիկանության աշխատանքային հիմնական պայմաններն ու աշխատողների ծառայողական փոխհարաբերությունները, նրանց իրավունքներն ու պարտականությունները:
Ոստիկանության պետը անհրաժեշտ համարելով որոշ պարզաբանումներ տալ նախադեպը չունեցող հրամանի կապակցությամբ՝ իր խոսքում կարևորեց ծառայողների աշխատանքային կարգապահությունն ու սրտացավ վերաբերմունքը ծառայության հանդեպ:
Հրամանի որոշ դրույթներ պարզաբանեց ոստիկանության պետի տեղակալ, ոստիկանության գնդապետ Հովհաննես Քոչարյանը: Նա խոսեց մասնավորապես աշխատանքային ժամերի, հանգստի, աշխատանքային կարգապահության, անհետաձգելի աշխատանքների և այլ հարցրերի շուրջ:
Վալերի Օսիպյանը հորդորեց ուժեղացնել ծառայությունը առևտրի կենտրոնների, ոսկու շուկաների և այլ մարդաշատ վայրերում: «Փորձը ցույց է տվել, որ դեկտեմբերին ավելանում է հանցագործությունների թիվը: Այս ուղղությամբ պետք է իրականացնել կանխարգելիչ ծավալուն միջոցառումներ»,- նշեց ոստիկանության պետը:
Դիմելով տարածքային բաժինների պետերին` ոստիկանության պետը ևս մեկ անգամ հիշեցրեց օրենքի առջև բոլորի հավասարության սկզբունքը և, որ արտոնյալներ ոչ մի տեղ չպետք է լինեն:
ՀՀ ԱԺ արտահերթ ընտրություններին ընդառաջ՝ ոստիկանության պետը հանձնարարեց սկսել աշխատանքը ցուցակների ճշգրտման ուղղությամբ, իսկ ընտրության օրն ու դրան նախորդող օրերին պետք է բացառվի ընտրակաշառքի որևէ դրսևորման փորձ անգամ:
Ոստիկանության պետն անձնակազմին ներկայացրեց ոստիկանությունում կատարվող բարեփոխումների արդյունքում ծրագրված ու իրականացվելիք աշխատանքները:
Շուտով մայրաքաղաքում կստեղծվի շուրջօրյա շարժական պարեկային ծառայություն, այլ կերպ ասած՝ պատրուլ: Կլինեն ծառայողական նոր մեքենաներ, համազգեստ, զենքեր: Այս ստորաբաժանման ծառայությունը ուղղված կլինի թե հասարակական կարգի պահպանմանը և թե ճանապարհային երթևեկության անվտանգության ապահովմանը:
Մյուս նորամուծությունը ճանապարհատրանսպորտային կանոնների խախտումներ կատարած վարորդների նկատմամբ տուգանքների չափերի նվազեցումն ու անցումն է բալային համակարգի:
Ոստիկանության պետ Վալերի Օսիպյանը անդրադարձավ նաև աշխատանքում դեռևս տեղ ունեցող որոշ թերությունների ու թերացումների, նշեց դրանց շուտափույթ վերացման անհրաժեշտությունն ու եղանակները և շնորհակալություն հայտնեց ծառայության համար:
Աշխատանքային խորհրդակցությանը քննարկվեցին ոստիկանության ծառայությանը վերաբերող այլ հարցեր ևս:
