«Աշխատանքի մարդը» շահագործվել է, մարդիկ պետք է ստանան արժանապատիվ աշխատավարձ. տնտեսագետը՝ Ն. Փաշինյանի հայտարարությունների մասին
POLITICSԽնդիրը ֆունդամենտալ է և կապված է մեր պատմության վերջին տասնամյակների, այսպես կոչված, լիբերալ բարեփոխումների տրամաբանության հետ: Այս մասին Tert.am-ի հետ զրույցում ասաց ՀՊՏՀ ինովացիոն և ինստիտուցիոնալ հետազոտությունների կենտրոնի ղեկավար, տնտեսագետ Ատոմ Մարգարյանը՝ անդրադառնալով ՀՀ վարչապետի ժամանակավոր պաշտոնակատար Նիկոլ Փաշինյանի՝ Ղազախստանի հայ համայնքի հետ ունեցած հանդիպման ժամանակ արած այն հայտարարության հետ, թե մարդիկ որևէ բան չեն անում իրենց աղքատությունը հաղթահարելու համար, Հայաստանում 350 հազար մարդ է աշխատում, և դրա արդյունքը 800 հազար մարդու մեջ է բաշխվում:
Նա նշեց, որ պլանային համակարգի պայմաններում կար ժամանակ, երբ չաշխատող մարդկանց փողոցներից տանում, աշխատանքով էին ապահովում, սակայն հետագայում ձեռնարկությունները, քաղաք-գործարանները այնպես ոչնչացվեցին, որ գործազրկությունը դարձավ հիմնական խրոնիկ խնդիրը:
«Նոր մեթոդաբանությամբ պաշտոնական տվյալներով 22 տոկոս գործազրկություն ունենք, բայց փորձագիտական հաշվարկների դեպքում գնահատականը առնվազն երկու անգամ ավելի է, մարդկանց մի մասն էլ վտարանդու կարգավիճակում է, այսինքն՝ այլ երկրներում է աշխատում»,- ասաց նա և նշեց, որ գործազրկության խնդրին պետք է նայել որպես հետևանք:
«Ինչ վերաբերում է աշխատել-չաշխատելու այս երկակի տանդեմին, ապա դա յուրաքանչյուր ոք ինքն է որոշում, չաշխատողից աշխատողի կարգավիճակին անցնելու մոտիվները բազմաթիվ են, գլխավոր մոտիվն աշխատավարձն է, իսկ աշխատավարձի մակարդակով եթե նայենք, ապա Հայաստանում տխուր վիճակ է»,- ասաց նա:
Տնտեսագետը նկատեց, որ Հայաստանում վերջին տասնամյակների ընթացքում աշխատավարձի հարաբերական մասնաբաժինը համախառն ներքին արդյունքի մեջ իջել է: «Այսինքն՝ «աշխատանքի մարդը», ըստ էության, շահագործվել է: Խնդիրն այստեղ է, և պետք է նոր քաղաքականություն, որ մարդիկ ստանան արժանապատիվ աշխատավարձ»,- ասաց նա:
Անդրադառնալով Նիկոլ Փաշինյանի այն ասածին, թե թեև թափուր աշխատատեղեր կան, բայց մարդիկ չեն գնում, քանի որ աղքատության նպաստ են ստանում, Ատոմ Մարգարյանն ասաց, որ խնդիրը կախված է նվազագույն աշխատավարձի քաղաքականության հետ, որը պետք է բարձրացվի:
«Գործատուներն օգտվում են նրանից, որ նվազագույն աշխատավարձը 55 հազար դրամ է, և այդչափ էլ առաջարկում են, քանի որ մարդիկ այլընտրանք չունեն, և եթե մեկն այդ ցածր աշխատավարձով չհամաձայնվի աշխատել, մյուսը կազմ ու պատրաստ է աշխատել: Այսինքն՝ այնքան հզոր է, մեծ է գործազուրկների բանակի ճնշումը աշխատավարձի և աշխատանքի շուկայի վրա, որ գործատուներն օգտվում են դրանից, սա աշխատանքի և աշխատավարձի քաղաքականության խնդիր է»,- ասաց նա:
