Լոռի-Փամբակի երկրագիտական թանգարանում 7.3 մլն դրամի հափշտակության և այլ չարաշահումների փաստերով քրեական գործ է հարուցվել
SOCIETY2018 թվականի նոյեմբերի 6-ին ՀՀ ոստիկանության Լոռու մարզային վարչության Վանաձոր քաղաքի Տարոնի բաժին օպերատիվ տեղեկություններ է ստացվել այն մասին, որ «Լոռի-Փամբակի երկրագիտական թանգարան» պետական ոչ առևտրային կազմակերպության պաշտոնատար անձինք թանգարանի հաստիքացուցակում պարբերաբար ընդգրկել են անձանց, ովքեր աշխատանքի չեն հաճախել և նրանց անվամբ դուրս գրված աշխատավարձի գումարները յուրացվել են։
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ գլխավոր դատախազության հանրային կապերի բաժնից, նույն օրը թանգարանի աշխատակիցներից ոստիկանության Տարոնի բաժնում հաղորդումներ տվել են, համաձայն որոնց 2016 և 2018թթ «Լոռի-Փամբակի երկրագիտական թանգարան» ՊՈԱԿ-ում աշխատանքի ընդունվելու դիմաց կազմակերպության տնօրենը իրենցից գումարներ է ստացել, իսկ 2017թ. նոյեմբեր ամսից մինչև 2018թ. հունիս ամիսն ընկած ժամանակահատվածում կազմակերպության ընթացիկ ծախսերը հոգալու, կոմունալ վճարումները կատարելու պատրվակով պահանջել և ստացել է առանձին աշխատակիցների աշխատավարձի գումարները։
Ձեռք բերված օպերատիվ տվյալների և նշված հաղորդումների հիման վրա ՀՀ ոստիկանության Տարոնի բաժնում նախապատրաստվել են նյութեր, որի ընթացքում ձեռք են բերվել առերևույթ փաստական տվյալներ առ այն, որ նշված թանգարանի տնօրենը 2006-2018 թվականների ընթացքում նույն կազմակերպությունում տարբեր հաստիքներում աշխատանքի է ընդունել թվով 9 անձանց և վերջիններիս աշխատանքի չհաճախելու պայմաններում կազմել բովանդակությամբ կեղծ «Աշխատաժամանակի հաշվարկի տեղեկագրեր»: Դրանցում կեղծ տեղեկություններ ներառելով նշված ժամանակահատվածում հիշյալ աշխատակիցների կողմից աշխատանքի հաճախելու և փաստացի աշխատած ժամաքանակի վերաբերյալ՝ ներկայացրել է վճարման: Արդյունքում այդ անձանց անվամբ նշված ժամանակահատվածում անհիմն դուրս են գրվել ընդհանուր 7․352․400 ՀՀ դրամի աշխատավարձի գումարներ, որոնք տնօրենը, նախապես իր մոտ ունեցած աշխատավարձերի բանկային քարտերով անձամբ ստանալով, օգտագործել է իր անձնական կարիքների համար:Միաժամանակ, առերևույթ փաստական տվյալներ են ձեռք բերվել նաև այն մասին, որ «Լոռի-Փամբակի երկրագիտական թանգարան» ՊՈԱԿ տնօրենն իր լիազորությունների շրջանակում վերոնշյալ անձանցից երկուսին «Լոռի-Փամբակի երկրագիտական թանգարան»-ում աշխատանքի ընդունելու, նրանց աշխատանքի չհաճախելու հանգամանքն անտեսելու և այդ պայմաններում աշխատանքային ստաժ հաշվարկելու համար 2016թ. դեկտեմբեր և 2017թ. նոյեմբեր ամիսներին, ինչպես անձամբ այնպես էլ որպես միջնորդ հանդես եկող աշխատակցի միջոցով, պահանջել և ստացել է 140․000 ՀՀ դրամ կաշառք:
Նկատի ունենալով, որ նախապատրաստված նյութերն առերևույթ պարունակում են առանձնապես խոշոր չափերով հափշտակություն, պաշտոնեական կեղծիք կատարելու, կաշառք ստանալու, կաշառք տալու և կաշառքի միջնորդության հատկանիշներ՝ Լոռու մարզի դատախազի տեղակալի կողմից կայացվել է ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 3-րդ մասի 1-ին կետի, ՀՀ քրեական օրենսգրքի 314-րդ հոդվածի 1-ին մասի, ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 1-ին մասի, ՀՀ քրեական օրենսգրքի 312-րդ հոդվածի 1-ին մասի, ՀՀ քրեական օրենսգրքի 313-րդ հոդվածի 1-ին մասի հատկանիշներով քրեական գործ հարուցելու մասին որոշում:
Քրեական գործը նախաքննություն կատարելու հանձնարարությամբ ուղարկվել ՀՀ քննչական կոմիտեի Լոռու մարզային քննչական վարչություն:
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀքրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
