ԱԺ Ֆինանսավարկային եւ բյուջետային հարցերի մշտական հանձնաժողովը դրական եզրակացություն տվեց 2019-ի բյուջեի նախագծին
POLITICSԱԺ Ֆինանսավարկային եւ բյուջետային հարցերի մշտական հանձնաժողովը միաձայն դրական եզրակացություն տվեց 2019թ-ի պետական բյուջեի նախագծին: «Արմենպրես»-ի հաղորդմամբ՝ նախագիծը քննարկվեց հանձնաժողովի նոյեմբերի12-ի նիստում:
«Բյուջետային ծրագրերի գնահատման իմաստով նոր մշակույթ ենք ներդնում: Ենթադրվում է, որ հանրությանը հետաքրքրող հարցերը, այս մեթոդի՝ ծրագրային ձևաչափով բյուջետավորման գործընթացի ներդրման արդյունքում, կստանան իրենց պատասխանը: Պետք է արձանագրենք, որ բյուջեի քննարկման հերթական փուլը մեզ հաջողվել է իրականացնել ԱԺ-ի և կառավարության ներգրավվածությամբ: Կարող ենք արձանագրել, որ ունենք մեկնարկային շատ լավ պայմաններ, որ ձգտենք կատարելության: Չկան բացարձակ թվեր, բայց կա հստակ բացահայտում, թե այս կամ այն ֆինանսական միջոցների օգտագործմամբ ակնկալվող արդյունքները որոնք են և արդյոք միջոցները համարժեք են արդյունքին»,-ասաց ՀՀ ֆինանսների նախարարի պաշտոնակատար Ատոմ Ջանջուղազյանը և շեշտեց, որ այդ սկզբունքն է, որ փորձել են ներառել բյուջեի նախագծում:
Հանձնաժողովի նախագահ Գագիկ Մինասյանը նշեց, որ հաջորդ տարվա պետական բյուջեի ամենակարևոր առանձնահատկությունը ծրագրային ֆորմատով ներկայացումն է: «Տարբեր երկրների փորձի ուսումնասիրումը ցույց է տալիս, որ առանց խորհրդարանի լիարժեք մասնակցության հնարավոր չէ հասնել գործընթացի տրամաբանական ավարտի: Շնորհիվ պատգամավորների նվիրվածության՝ հասանք արդյունքի, որն աննախադեպ է: Ծրագրային բյուջետավորումը թույլ է տալիս բյուջեն զերծ պահել փոշիացումից, կոռուպցիոն ռիսկերից: Ծրագրային բյուջետավորման ներդրման արդյունքում խորհրդարանը դարձավ ինչպես պահանջատեր, այնպես էլ գործընկեր»,-նկատեց նա:
Մինասյանի կարծիքով՝ բյուջեի նախագծի առանձնահատկությունը ծրագրային ֆորմատն է, ինչը թույլ է տալու ինստիտուցիոնալ պայքար մղել կոռուպցիոն դրսևորումների դեմ:
Նա նկատեց, որ այսօր առկա է ծրագրային ֆորմատով ներկայացված բյուջեի նախագիծ, սակայն արված է աշխատանքի մի մասը, կատարողականի հիմնական ցուցանիշները դեռ օրենքի մաս չեն:
