Արտակ Զեյնալյանն Իտալիայում ներկայացրել է հակակոռուպցիոն պայքարին ուղղված աշխատանքները

ՀՀ արդարադատության նախարարի պաշտոնակատար Արտակ Զեյնալյանը Իտալիայի Հանրապետության մայրաքաղաք Հռոմում  նոյեմբերի 12-ին մասնակցել է «Հակակոռուպցիոն ռազմավարությունների զարգացումը թվային ժամանակաշրջանում. վերջին միտումներն ու  ԵԱՀԿ շրջանակում լավագույն փորձը» համաժողովին: 

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, Արտակ Զեյնալյանը շնորհակալություն է հայտնել Եվրոպայում անվտանգության և համագործակցության կազմակերպությանը՝ Հայաստանի պատվիրակությանը համաժողովին հրավիրելու համար և Իտալիայի Հանրապետությանը՝ ջերմ հյուրընկալության համար: 

Նախարարի պաշտոնակատարն անդրադարձել է 2018 թվականի գարնանը Հայաստանում տեղի ունեցած իրադարձություններին և նշել, որ  հայ ժողովուրդը թավշյա, խաղաղ, առանց բռնության հեղափոխության միջոցով իրացրեց իշխանության իր ուղղակի իրավունքն ու ավելի լավ երկիր ունենալու իր երազանքը:

Խոսելով Հայաստանում հակակոռուպցիոն ոլորտում իրականացվող աշխատանքներից՝ Արտակ Զեյնալյանը նշել է, որ Հայաստանում կոռուպցիայի դեմ պայքարը հասել է նոր մակարդակի, դարձել է ավելի նպատակային և արդյունավետ:

Այդ համատեքստում նա ընդգծել է, որ հակակոռուպցիոն ոլորտում առաջընթացը հիմնականում պայմանավորված է միջազգային չափորոշիչներին համապատասխան օրենսդրության ընդունմամբ և դրա արդյունավետ կիրառմամբ: Մասնավորապես, նախարարի պաշտոնակատարն անդրադարձել է ապօրինի հարստացման քրեականացմանը, կոռուպցիոն հանցագործությունների բացահայտման ազդարարման համակարգի ստեղծմանը, հայտարարագրման ինստիտուտի բարեփոխմանը, գնումների ոլորտում իրական սեփականատերերի ինստիտուտի ու էլեկտրոնային ժողովրդավարության գործիքների շարունակական ներդրմանը: Վերջինի առումով Արտակ Զեյնալյանն առանձնացրել է Արդարադատության նախարարության ստեղծած www.e-draft.am իրավական ակտերի նախագծի միասնական կայքը, www.e-hotline.am թեժ գծի կայքը, www.e-request.am էլեկտրոնային հետազոտությունների միասնական պլատֆորմը, www.e-license.am լիցենզիայի միասնական էլեկտրոնային ռեեստրը և այլն:

Նախարարի պաշտոնակատարի խոսքով՝ կոռուպցիայի դեմ պայքարում Հայաստանը կենտրոնացած է ոչ միայն իրավական և ռազմավարական գործողությունների մշակման, այլև ինստիտուցիոնալ և հարկադրանքի միջոցների համակարգերի կիրառման վրա: Այս առումով, Արտակ Զեյնալյանը նշել է, որ  նախորդ երեք ամիսների ընթացքում կոռուպցիոն հանցագործությունների և կոռուպցիոն սխեմաների բացահայտման մակարդակը զգալիորեն աճել է:

Նախարարի պաշտոնակատարն անդրադարձել է նաև ներկայում մշակվող  2019-2022թթ. Հակակոռուպցիոն նոր ռազմավարությանը և նշել, որ այդ Ռազմավարության կանխարգելիչ մասը վերաբերելու է  նորարարական մեթոդներով կոռուպցիայի դեմ պայքարին:

Ելույթի ավարտին Արտակ Զեյնալյանը վերահաստատել է ՀՀ կառավարության պատրաստակամությունն ու անհանդուրժողականությունը կոռուպցիայի դեմ պայքարի հարցում և նշել, որ ԵԱՀԿ-ի հետ համագործակցությունը կօգնի Հայաստանին կոռուպցիայի դեմ պայքարում առաջընթացի գնահատման, թույլ կողմերի բացահայտման և ոլորտում հետագա գործողությունների ծրագրման համար:
