Արտակ Զեյնալյանն ընդունել է ՄԱԿ-ի հատուկ զեկուցողին
POLITICSՀՀ արդարադատության նախարարի պաշտոնակատար Արտակ Զեյնալյանը նոյեմբերի 15-ին ընդունել է ՄԱԿ-ի Խաղաղ հավաքների և միություններ կազմելու իրավունքի հարցերով հատուկ զեկուցող Կլեման Նյալեցոսի Վուլեին: Ինչպես «Արմեպրես»-ի տեղեկացրին ՀՀ արդարադատության նախարարությա տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, նախարարի պաշտոնակատարը բարձր է գնահատել ՄԱԿ-ի հետ համագործակցության ներկայիս մակարդակը և կարևորել հատուկ զեկուցողի այցը Հայաստան՝ երկրում տեղի ունեցող զարգացումներին ծանոթանալու և համագործակցության խորացման հնարավորությունները քննարկելու համատեքստում:
Կլեման Նյալեցոսի Վուլեն շնորհակալություն է հայտնել Արտակ Զեյնալյանին ընդունելության համար և ներայացրել իրենց կառույցին հետաքրքրող հարցերը, որոնք հիմնականում վերաբերել են քաղաքացիների խաղաղ հավաքների ազատության իրավունքի իրացմանը, դատական համակարգի անկախությանը, դատարանների նկատմամբ հասարակության վստահության վերականգնմանն ուղղված միջոցառումներին, քաղհասարակության մասնակցությանը որոշումների կայացման հարցում:
Արդարադատության նախարարի պաշտոնակատարը, անդրադառնալով հյուրի բարձրացրած հարցերին, նշել է, որ այս կառավարության նպատակներից մեկը մարդու հիմնարար, Սահմանադրությամբ երաշխավորված իրավունքների ապահովումն է և, որպես օրինակ, ընդգծել այս ընթացքում տեղի ունեցած մի շարք խաղաղ հավաքների մասնակիցների նկատմամբ իշխանության դրսևորած բարձր հանդուրժողականությունը:
Խոսելով դատական համակարգի անկախությունից՝ Արտակ Զեյնալյանը նշել է, որ նախորդ գործադիր իշխանությունը մեծ ազդեցություն է ունեցել դատական իշխանության նկատմամբ, լայն կիրառում է ունեցել այսպես կոչված «հեռախոսային արդարադատությունը»: «Մեր Կառավարությունն իր պաշտոնավարման առաջին իսկ օրվանից հայտարարել է, որ որևէ դատավոր պատվեր չի ստանալու: Դատավորներն ազատ են վարչապետից ու արդարադատության նախարարից հանձնարարականներ ստանալու պարտականությունից»,- նշել է նախարարի պաշտոնակատարը: Այդ համատեքստում Արտակ Զեյնալյանը կարևորել է նաև Էլեկտրոնային արդարադատության ոլորտում շարունակաբար ներդրվող ծրագրերը՝ ուղղված պետության գործունեության թափանցիկության ապահովմանը, կոռուպցիոն ռիսկերի նվազեցմանը և այլն:
Անդրադառնալով որոշումների կայացման փուլում քաղհասարակության մասնակցությանը՝ նախարարի պաշտոնակատարը նշել է, որ, ի թիվս այլ քայլերի, որոնցից մեկը նախարարներին կից գործող հասարակական խորհուրդներն են, պետությունը նաև էլեկտրոնային մի շարք գործիքներ է ներդրել՝ ապահովելու քաղհասարակության մասնակցությունը իրավական ակտերի մշակման փուլում:
ՄԱԿ-ի հատուկ զեկուցողը բարձր է գնահատել կառավարության դիրքորոշումը դատավորների անկախության ապահովման հարցում՝ նշելով, որ դրանով կառավարությունը երաշխավորում է երկրում իրավունքի գերակայությունը:
Հանդիպման ավարտին կողմերը քննարկել են նաև կոռուպցիայի դեմ պայքարի համար իրականացվող աշխատանքների ընթացքն ու համագործակցությունը խորացնելու պատրաստակամություն են հայտնել:
