Բելառուսը Հայաստանի նկատմամբ իրեն դաշնակցային չի պահել, բայց Հայաստանն էլ խախտել է ՀԱՊԿ ընթացակարգերը. Ստանիսլավ Տարասով
INTERNATIONAL NEWSԲելառուսը Հայաստանի նկատմամբ իրեն դաշնակցային չի պահել: Այս մասին Tert.am-ի հետ զրույցում ասաց Մերձավոր Արևելքի և Կովկասի երկրների հարցերով ռուսաստանցի փորձագետ Ստանիսլավ Տարասովը՝ խոսելով Բելառուսի նախագահի ու Ադրբեջանի դեսպանի հանդիպման մասին, որտեղ Ա. Լուկաշենկոն մանրամասներ էր պատմել ՀԱՊԿ նիստից:
«Հայաստանի լիազորությունները ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում ավարտվում են 1 տարի անց: Դուք լավ գիտեք, որ այս պաշտոնը թափուր մնաց Յուրի Խաչատուրովի դեմ քրեական գործ հարուցելուց հետո: Գլխավոր քարտուղարի նոր թեկնածուն ընտրվելուց հետո միայն 5-6 ամիս ստիպված է լինելու ադապտացվել, ծանոթանալ Կազմակերպության արած-չարածին, և մինչև դա տեղի կունենա, նրա լիազորությունները կավարտվեն, 1 տարին կվերջանա: Բելառուսը այբբենական կարգով հաջորդում է Հայաստանին և այս տեսանկյունից գլխավոր քարտուղարի պաշտոնը տալ Բելառուսին արդարացված է»,- նշեց Տարասովը:
Միաժամանակ վերջինս շեշտեց, որ նիստից հետո Ադրբեջանի դեսպանի հետ Լուկաշենկոյի հանդիպումն այդքան էլ ճիշտ չէր:
Դիտարկմանը, թե ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը հայտարարել է, որ բացատրություններ է պահանջելու Բելառուսի նախագահից, ով ոչ անդամ-պետությանը ներկայացնել է ՀԱՊԿ-ում քննարկված հարցերի մասին տեսակետներ, Ստանիսլավ Տարասովն այսպես արձագանքեց. «Նայեք, ՀԱՊԿ անդամ-երկրների առաջին դեմքերը՝ նախագահները, պետք է որ ունենան պայմանավորվածություն, որ ենթադրենք չեն բարձրաձայնում, չեն հրապարակում ՀԱՊԿ-ում քննարկված հարցերը: Բայց ելնելով նրանից, որ Լուկաշենկոն ու Նազարբաևն իրենց այդպես են պահում, հրապարակում են քննարկածը, նշանակում է, որ նման պայմանավորվածություն չկա»:Քաղաքագետը շեշտեց, որ ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում առաջարկված թեկնածուն համաձայնությամբ ընդունվում է բոլոր պետությունների ղեկավարների կողմից, իսկ նրան հետ կանչելիս Հայաստանը նախապես չի զգուշացրել անդամ-պետություններին:
«ՀԱՊԿ գլխավոր քարտուղարը ռուսական ռազմական վերնախավի հետ հանդիպումների հնարավորություն ունի, նա տեղյակ է ամեն ինչից, ուստի սա շատ կարևոր պաշտոն է, առանցքային ռազմաքաղաքական պաշտոն է: Հայաստանը խախտեց, չտեղեկացրեց ոչ մեկին ու հետ կանչեց իր թեկնածուին: Հայաստանը պետք է խնդիրն այլ կերպ լուծեր, պետք է տեղյակ պահեր ՀԱՊԿ անդամ-պետություններին, չէ՞ որ նրա թեկնածությունը հաստատվել է բոլոր անդամ-պետությունների նախագահների կողմից: Բայց Նիկոլ Փաշինյանը որոշեց ուրիշ կերպ վարվել, խախտեց ընթացակարգը»,- նշեց Ստանիսլավ Տարասովը:
Ըստ նրա՝ շատերը փորձում են տեղի ունեցածը ներկայացվել որպես ՀԱՊԿ-Հայաստան խնդիր, բայց դա սխալ է:
