Վերջապես ՀՀ-ը գիտակցել է, թե ինչպես պետք է իրեն դրսևորի ՀԱՊԿ-ում․ քաղաքագետը՝ Փաշինյանի՝ Լուկաշենկոյի և Նազարբաևին վերաբերող հայտարարության մասին

Վերջապես Հայաստանը գիտակցել է, թե ինչ է նշանակում ՀԱՊԿ-ը և ինչպես պետք է նա այդ կառույցում իրեն դրսևորի: Tert.am-ի հետ զրույցում նման կարծիք հայտնեց Ռազմավարական և ազգային հետազոտությունների հայկական կենտրոնի տնօրեն, քաղաքագետ Մանվել Սարգսյանը՝ անդրադառնալով ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանի հայտարարությանը, որ  ինքը պարզաբանումներ է պահանջելու Բելառուսի և Ղազախստանի նախագահներից՝ ՀԱՊԿ-ի հետ կապված իրենց հայտարարությունների վերաբերյալ:

«Որևէ խնդիր Հայաստանը դրանից չի կարող ունենալ: Դրանք պետություններ են, որոնք մեր հակառակորդի՝ Ադրբեջանի հետ լավ հարաբերություններ ունեն, և ՀԱՊԿ-ում պաշտպանում են թե՛ իրենց, թե՛ Ադրբեջանի շահերը: Դա վաղուց պարզ էր բոլորի համար, բայց Հայաստանում ընդհանուր մի մոտեցում կար՝ լռել, չխոսել: Սակայն ժամանակներն անցան և մարդիկ հասկացան, որ այդպես չպետք է անել: Այդ երկրները՝ ո՛չ Ղազախստանը, ո՛չ Բելառուսը իրենցից ոչինչ չեն ներկայացնում: Դրա համար նրանց պետք է իրենց տեղը դնել, պահանջել կարգապահություն»,- ասաց նա:

Հիշեցնենք, որ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը, անդրադառնալով Բելառուսի նախագահի ու Ադրբեջանի դեսպանի հանդիպմանը, որտեղ Լուկաշենկոն մանրամասներ էր պատմել ՀԱՊԿ նիստից, ասել էր․ «Դա դռնփակ ֆորմատով տեղի ունեցած նիստ է, որտեղ ռազմաքաղաքական դաշինքի ղեկավարները քննարկում են անցկացնում, դա փակ խոսակցություն է դաշնակիցների միջև: 

Եվ ես զարմացած եմ, որ 30 տարի նախագահի կարգավիճակում եղած մարդը կարող է իրեն այդպիսի քայլ թույլ տալ, և ես, իհարկե, պիտի պարզաբանումներ պահանջեմ Բելառուսի նախագահից և ոչ միայն նրանից:

 
Մեր պայմանավորվածություններին հակասող հայտարարություն է արել նաև Նուրսուլթան Նազարբաևը՝ նիստից հետո հայտարարելով, որ ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում նշանակվելու է Բելառուսի ներկայացուցիչ»:

 

Հիշեցնենք նաև, որ Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոն Ադրբեջանի արտակարգ և լիազոր դեսպան Լաթիֆ Գանդիլովի հետ հանդիպման ժամանակ պատմել էր Հավաքական անվտանգության պայմանագրի կազմակերպության՝ վերջերս Աստանայում կայացած գագաթնաժողովի շրջանակում տեղի ունեցած քննարկումների մասին:

Մանվել Սարգսյանի խոսքով՝ իրականում Հայաստանը կարող է լուրջ դեր խաղալ ՀԱՊԿ-ում: Նա նկատեց, որ հիմա անգամ Ռուսաստանի դուրն է գալիս Ղազախստանի և Ռուսաստանի մոտեցումները: Նա չբացառեց, որ երեկ ՌԴ նախագահ Վլադիմիր Պուտինի և Նիկոլ Փաշինյանի հեռախոսազրույցի ժամանակ նաև քննարկվել են ՀԱՊԿ-ին վերաբերող հարցերը:

«Դա պարզ բան է․ Հայաստանը խնդիրները դրել է, Ռուսաստանին էլ այս իրավիճակը շատ ձեռնտու է: Ի վերջո, Հայաստանը կարող է նաև լուրջ դեր խաղալ ՀԱՊԿ-ում, այնտեղ կա հնարավորության մեծ պոտենցիալ: Ի վերջո, Տաջիկստանը և Ղըրղզստանը կարող են աջակցել Հայաստանին և ոչ թե  Բելառուսին կամ Ղազախստանին»,- ասաց նա:

Ըստ Մանվել Սարգսյանի՝ նախկինում մեր ունեցած քաղքենիական մոտեցումը չխոսելն է, որ ստեղծել է մի իրավիճակ, որ Հայաստանին ասում են՝ դաշնակիցներ ենք, սակայն զենք են վաճառում, բացատրություններ են տալիս Ադրբեջանին: «Դրանք հարցեր են, որ պետք է դրվեն: Նկատելի է, որ Փաշինյանը գիտակցում է այդ ամենի մասին»,- ասաց նա:

Խոսելով Ռուսաստանի դիրքորոշման մասին՝ նա նշեց՝ կարիք չկա էլ այդ երկրի հետ ՀԱՊԿ-ի հետ խնդիրները քննարկել, պետք է պարզապես հասկանալ, թե ինչ է ուզում Ռուսաստանը: «Այնքան պարզ է Ռուսաստանի ուզածը․ ցանկանում է երկու կողմերին կռվացնի, նրանցից ոչ մեկի ներկայացուցիչը չընտվի, և մնա Ռուսաստանինը, որ հիմա էլ ՀԱՊԿ գլխավոր քարտուղարի պաշտոնակատարն է»,- ասաց նա:

Մանվել Սարգսյանի կանխատեսմամբ՝ Հայաստանը մինչև վերջ կպնդի, որ իր ներկայացուցիչը մնա, ըստ նրա՝ դա մեզ համար ամենաձեռնտու սցենարն է:  «Ամբողջ աշխարհի համար Նիկոլ Փաշինյանի մոտեցումը օրինակ է․ ճիշտ է՝ պետք է հավասարը հավասարի հետ շփվի, իր իրավունքները պաշտպանի: Դա միայն հարգանք է բերում Հայաստանին»,- ասաց նա:
