Արտակ Շաբոյանը մեկնաբանել է օղու, ծխախոտի, բենզինի հնարավոր թանկացման խոսակցությունները

Հարկերով և տնտեսական այլ գործոններով պայմանավորված` գների բարձրացումները հիմնավոր են համարվում: Այս մասին ասաց ՀՀ Տնտեսական մրցակցության պաշտպանության պետական կոմիտեի նախագահ Արտակ Շաբոյանը՝ անդրադառնալով ակցիզային հարկի դրույքաչափերի բարձրացման հետևանքով օղու, ծխախոտի, բենզինի, դիզելային վառելիքի և սեղմած բնական գազի գների հնարավոր բարձրաց ումներին: «Մեր հիմնական խնդիրն է թույլ չտալ տնտեսական գործոնների փոփոխություններից ավելի բարձրացումներ: Ցանկացած բարձրացում, որ պայմանավորված չէ տնտեսական գործոններով, համարվում է անհիմն»,- նշեց Շաբոյանը:
Նա ներկայացրեց Տնտեսական մրցակցության պաշտպանության պետական կոմիտեի մասին օրենքով սահմանված դրույթները, ըստ որոնց, եթե գնային բարձրացումները պայմանավորված են տնտեսական գործոններով, հարկերի բարձրացմամբ, ապա բարձրացումները հիմնավոր են, իսկ ցանկացած բարձրացում, որը պայմանավորված չի լինի տնտեսական գործոններով, կհամարվի անհիմն, և ՏՄՊՊՀ-ն նման դեպքերում միջամտում է:
Ազգային ժողովը հոկտեմբերի 29-ին երկրորդ ընթերցմամբ և ամբողջությամբ ընդունել է «Ակցիզային հարկի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքը, որով նախատեսվում է բարձրացնել օղու, ծխախոտի, բենզինի, դիզելային վառելիքի ակցիզային հարկի դրույքաչափը, ինչպես նաև ակցիզային հարկով հարկվող ապրանքների ցանկում ներառել ավտոգազալցման կայանների կողմից կիրառվող սեղմած գազը: Բենզինի համար ակցիզային հարկի դրույքաչափը 112 հազար դրամից կդառնա 120 հազար դրամ, իսկ դիզելային վառելիքի դրույքաչափը 32 հազար 500 դրամից ՝ 35 հազար դրամ, ավտոգազալցման կայանների կողմից իրացվող սեղմած գազի 1000 խորանարդ մետրի համար՝ 8330 դրամ: Բենզինի և դիզելային վառելիքի մասով դրույքաչափի բարձրացումը պայմանավորված է նրանով, որ այս դրույքաչափերը գործել են դեռևս 2006թ.: Մինչ այս պահը բենզինի և դիզելային վառելիքի գների բարձրացում է եղել շուրջ 41 տոկոսով: Օրենքն ուժի մեջ կմտնի 2016թ. մայիսի 1-ից:
ՀՀ կառավարությունը ՀՀ ԱԺ նախագահ Գալուստ Սահակյանի առաջարկով հետաձգել էր «Ակցիզային հարկի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագծի երկրորդ ընթերցմամբ քննարկումը՝ հաշվի առնելով պատգամավորների դժգոհությունները: Խորհրդարանը օրենքի նախագիծն առաջին ընթերցմամբ ընդունել է 2015թ. հունիսին: Այն պետք է քննարկվեր հատուկ ընթացակարգով, սակայն երկրորդ ընթերցմամբ քննարկումը կառավարությունը հետաձգեց՝ հաշվի առնելով պատգամավորների դժգոհությունները, ովքեր պնդում էին, որ վառելիքի ակցիզային հարկի դրույքաչափի բարձրացումը հանգեցնելու նոր թանկացումների, ինչը առկա սոցիալական պայմաններում անընդունելի է:
