«Տարօրինակ» տնտեսագիտական խորհրդաժողով՝ առանց տնտեսագետների

Այսօր Երևանում տեղի է ունեցել ՀՀ սոցիալ-տնտեսական զարգացման արդի վիճակի և հիմնախնդիրների վերաբերյալ խորհրդաժողով, որը կրում էր «Հայաստանի տնտեսության զարգացման արդի հիմնախնդիրները և ռազմավարական ուղղությունները» խորագիրը:
 
Այն կազմակերպել էին ՀՀ արդյունաբերողների և գործարարների միությունը և Երևանի պետական համալսարանի տնտեսագիտության և կառավարման ֆակուլտետը: Խորհրդաժողովին մասնակցում էին բիզնեսում և տնտեսական կառավարման մեխանիզմներում խոչընդոտներն ուսումնասիրած և հաղթահարելու ուղիները վերլուծած ՀՀ առաջատար բուհերի տնտեսագետներ:
 
Միջոցառմանը ներկա էր վարչապետ Նիկոլ Փաշինյանը, ՀՀ կառավարության, գործարար համայնքի, մասնագիտացված բուհերի և այլ շահագրգիռ կառույցների ներկայացուցիչներ:
 
Ներկայացնենք հետաքրքիր մի դետալ. քչերը թերևս գիտեն, որ այս խորհրդաժողովին ներկա 30 մասնակցից ընդամենը 10-ն են ներկայացվում որպես մասնագիտությամբ տնտեսագետ: Ելույթ ունեցողներից 2-ը սոցիոլոգ էին, մեկը` մաթեմատիկոս, ևս 2-ը` մասնագիտությունը մոռացած, ծայրահեղ քաղաքականացված, 1-ը` հոդվածներով ու գրքերով մամուլը ողողած, նախկին պաշտոնյա: Այսինքն, ըստ էության, 30 հոգուց ընդամենը 4-ն են տնտեսագետ` ներառյալ նախարարը:
 
Փաստացի ունենք մի վիճակ, երբ պետական կառավարման համակարգում ունենք տնտեսագետների լուրջ պակաս, իսկ սա յուրաքանչյուր պետության համար կատաստրոֆիկ է՝ չկա տնտեսություն, չկա պետություն: Ստացվում է, որ նման գործելաոճով տնտեսության հարցերը քննարկում են սոցիոլոգները, մաթեմատիկոսները, ինժեներներն ու բանասերները, իսկ քաղաքաշինական, ու լեզվագիտական հարցերը` դերասաններն ու հաղորդավարները:
Արդյունքը` գուշակեք ինքներդ:
 
Ի դեպ, խորհրդակցությունը նպատակն էր ներկայացնելու և վերլուծության ենթարկելու՝ ՀՀ տնտեսությունում առկա ելակետային իրավիճակը, հավասար մրցակցային պայմաններում տնտեսության զարգացման տեսլականը, տնտեսության զարգացման ռազմավարական ուղղությունները, գիտելիքահեն տնտեսությանն անցման ուղիները: 
 
Թե ինչ խնդիր են նման գիտաժողովները լուծում հայաստանյան տնտեսության մեջ, դժվար է ասել: Կարծես հավաքվում են, զրույցի բռնվում և մեկը մեկի հետ անձնական հարցեր լուծում, իսկ ինչ է կատարվում տեսական գիտաժողովներից անդին, իր վրա զգում է հասարակ քաղաքացին, ով չի կարողանում աշխատավարձով կամ թոշակով իր նորմալ կեցությունը վարել:
