Տնտեսական հեղափոխություն եզրույթի «քավորը» Գագիկ Ծառուկյանն է. վստահ քայլերով դեպի ներդրումներ
SOCIETYԳարնանը ՀՀ-ում տեղի ունեցած քաղաքական հեղափոխությանը պետք է հաջորդի տնտեսական և տեխնոլոգիական հեղափոխությունը, որը հնարավոր է իշխանության կողմից կայուն և երկարատև ժամանակաշրջանի համար երաշխավորված խաղի նոր կանոնների առկայության պայմաններում միայն: Սրա մասին արդեն խոսում են բոլորը և նախընտրական շրջանում առիթը բաց չեն թողնում բարցրաձայնել հարցի առաջնայնության մասին: Հիշեցման կարգով պետք է փաստել, որ տնտեսական հեղափոխություն եզրույթի «քավորը» Գագիկ Ծառուկյանն է, ով իր կուսակցության առաջ որպես ծրագրային դրույթ առաջնային է համարել այդ գաղափարի կյանքի կոչման համար առանձին թեզերի և հանգամանալից ուսումնասիրություններ կատարելը:
Ակնհայտ է, որ պետք է ձևավորել ներդրումների անվտանգության ապահովման համակարգ և իրականացնել ներդրումների խթանմանն ու ներգրավմանն ուղղված նոր քաղաքականություն, որի արդյունքում պետական կառույցները պատասխանատվությունկ կրեն յուրաքանչյուր միավոր ներդրման համար՝ անկախ ծավալից: Եթե համապատասխան ներդրումային ծրագրերը ձախողվել են պետական չինովնիկների պատճառով, ապա նրանք օրենքով սահմանված կարգով և դատարանի վճռով կփոխհատուցեն ներդրողի և պետության վնասները: Կուսակցությունը կարևոր է նաև տնտեսական դատարաններ ստեղծումը՝ որպես ներդրումների ապահովագրության գործուն կառույց:
Բոլորս գիտենք, որ ՀՀ տնտեսության առանցքային հենասյուներից մեկը գյուղոլորտն է, որտեղ ներգարավված են ՀՀ աշխատաշուկայի աշխատողներից մոտ 400 հազար մարդ: Այս առումով առանցքային է ԲՀԿ դիրքորոշումը գյուղատնտեսության զարկ տալու առումով: Ծրագրում հստակ ֆիքսված է, որ տետությունը պետք է համակողմանի աջակցություն ցուցաբերի գյուղատնտեսական արտադրությամբ զբաղվող անհատներին և ընկերություններին՝ ի մասնավորի նպաստելով գյուղական մթերքների իրացմանը և նոր շուկաների խթանմանը, գործող տրանսպորտային ուղիներում սեզոնային լարվածությունների թուլացմանը, 3-4 % վարկային ռեսուրսների ապահովմանը: Հնարավորությունների սահմաններում անհրաժեշտ է բացառել նաև մեր հայրենակիցների օթևաների բռնագրավումը բանկային պարտավորությունների չկատարման հետևանքով՝ հիմքում դնելով այդ պարտավորությունների սառեցման, կամ հետաձգման դրույթը: Այս քայլը կնպաստի նաև նոր արտագաղթի կանխմանը:
ՀՀ տնտեսա-աշխարհագրական դիրքը, կլիմայական պայմանները, արտադրական ենթակառուցվածքները դեռևս խորհրդային տարիներից կանխորոշել են հանրապետության տարբեր մարզերում և տարածաշրջաններում արտադրական ու գյուղատնտեսական մասնագիտացման հիմնական ուղղությունները:
ԲՀԿ-ն առանցքային է համարում նաև հանրապետությունում արդյունաբերական և տեխնոլոգիական խելացի քաղաքների ստեղծումը, որոնք կգործեն «Արդյունաբերական քաղաքականության մասին» ՀՀ օրենքի շրջանակներում՝հարկային հատուկ ընթացակարգերի պայմաններում: Սրանից կարող ենք եզրակացնել, որ նշյալ տեխնոլոգիական գոտիները կդառնան գիտական, արտադրական նորարարությունների կենտրոններ:
