ԲՀԿ-ի տնտեսական տեսլականը

Ցանկացած հասարակության համար առանցքային է հասարակության միջին խավի առկայությունը, քանի որ հենց այդ շերտն է հանդիսանում պետության հիմնական հարկատուն և տնտեսության աճի առանցքային դերակատարը: Ահա այս կարևորագույն հանգամանքը հաշվի առնելով է, որ կուսակցություններն իրենց ծրագրերը ներկայացնելիս, այս ուղղությամբ պարտադիր շեշտադրումներ են անում:
ԲՀԿ-ն, լինելով ՀՀ քաղաքական դաշտում գործող առանցքային դերակատարություն ունեցող ուժ՝ կարևորում է հանրության սոցիալ-տնտեսական կայունության, ինչպես նաև տնտեսության հիմնական ուժի՝ ՓՄՁ-ների ճիշտ աշխատանքը:
Կուսակցության ծրագրում նշված է, որ նվազագույն աշխատավարձի չափը երկրում քաղաքացիներին պետք է ապահովի արժանապատիվ կենսամակարդակ, որպեսզի մարդիկ իրենց մինիմալ կարիքներին կարողանան լուծումներ տալ:
Աշխատավարձերն ու թոշակները, գնաճին համընթաց, պետք է պարբերաբար ինդեքսավորվեն:
ՓՄՁ-ն չպետք է դիտարկվի որպես պետական բյուջեի մուտքերն ապահովող հարկման օբյեկտ, քանզի այն ունի հստակ սոցիալական ուղղվածություն: Այս ոլորտում են գործում շուրջ 75 հազար տնտեսվարող սուբյեկտներ և շուրջ 350 հազար աշխատողներ՝ առանց գյուղատնտեսության ոլորտի: Հետևաբար, պետությունը մինչև 30 մլն ՀՀ դրամ շրջանառություն ունեցող տնտեսվարող սուբյեկտներին առաջիկա հինգ տարիների ընթացքում պետք է ազատի հարկերից:
Շրջանառության հարկման ենթակա շեմը 2019թ. հունվարի 1-ից ոչ միայն չպետք է իջեցվի 58.35 մլն դրամ, ինչպես նախատեսված է գործող հարկային օրենսգրքով, այլև 2020թ. հունվարի 1-ից պետք է սահմանվի 150 մլն. դրամ: Այս հանգամանքը կարևոր է, քանի որ հակառակ դեպքում, հնարավոր է՝ հանգենք անդառնալի ու անկանխատեսելի հետևանքներ ունեցող իրադարձությունների՝ տնտեսության մեջ սկսվի քաոս: Մարդիկ իրենց ապրանքները փաստաթղթավորելուց հետո նորից կանգնելու են նոր խնդրի առաջ: Առաջիկա երեք տարիների ընթացքում ամբողջական փաստաթղթավորման համակարգի պայմաններում պետք է անցնել շրջանառության հարկով հարկման համակարգին:
Կուսակցության համար առաջնային է նաև տնտեսվարող սուբյեկտների համար հստակ մրցակցային հավասար պայմանների և խաղի արդար կանոնների ապահովումը: Ապրանքների ներկրման անօրինական մենաշնորհների վերացմանը պետք է հաջորդի առևտրային ցանցերի ազատականացումը՝ ապահովելով ներկրվող ապրանքների իրացման հավասար հնարավորություններ և պայմաններ: Արմատապես պետք է վերանայել տնտեսական մրցակցության պաշտպանության մասին օրենսդրությունը՝ շրջանառության մեջ դնելով նաև նոր հակամենաշնորհային օրենք:
