Ոստիկանապետը խցանումների և վթարների հիմնական պատճառ է համարում նեղ փողոցներն ու տրանսպորտային միջոցների կտրուկ ավելացումը

Երևանում խցանումների և տրանսպորտային պատահարների հիմնական պատճառներից են նեղ փողոցներն ու տրանսպորտային միջոցների կտրուկ ավելացումը։  Սակայն հաջորդ տարվանից վարորդներին տրվող բալային համակարգի շնորհիվ կտրուկ կնվազեն ճանապարհատրանսպորտային պատահարները: ՀՀ ոստիկանության պետին կից հասարակական խորհրդի հերթական նիստում նման տեսակետ հայտնեց ոստիկանապետ Վալերի Օսիպյանը:

«Հունվարից մինչ հիմա 60 հազար տրանսպորտային միջոց է ավելացել Հայաստանում: Դեռ մինչև տարվա վերջ հնարավոր է ավելանա մոտ 20 հազարով:  Սակայն խաչմերուկներն ու փողոցները մնացել են նույնը: Եղանակային պայամնները փոխվում են, միանգամից վթարներ են լինում: Խնդիրը բարդ է, տարբեր մոտեցումներ կան:  Թիվ մեկ խնդիրն այն է, որ մեր ճանապարհները, փողոցները շատ նեղ են: Ժամանակին, երբ այդ փողոցները սարքվել են, դրանք նախատեսված են եղել մաքսիմում մինչ 300 000 տրանսպորտային միջոցի համար: Մեր փողոցները շատ նեղ են»,-ասաց Օսիպյանն ու նկատեց՝ վթարները դեռ չեն նշանակում, թե ՃՈ-ն լավ չի աշխատում:

Նա տեղեկացրեց, որ այսօր ճանապարհային ոստիկանության ղեկավարների, նաև Ճարտարապետական համալսարանի համապատասխան բաժնի մասնագետների հետ քննարկում են անցկացնելու, կփորձեն իրենց առաջարկությամբ նաև թեթևացնել երթևեկությունը, որը խնդիր է առաջացնում: Ոստիկանապետի կարծիքով՝ դա միայն ՃՈ-ի խնդիրը չէ, ՏԻՄ-երը ևս ունեն մտածելու հարցեր՝ կառուցել վերգետնյա, ստորգետնյա էստակադաներ: «Ես կողմնակից եմ, որ վերցվի տրանսպորտային միջոցի որևէ շեմ, և տեխզննումը չունենա ձևական բնույթ: Որ մեքենան չհամապատասխանի այդ ամենին, վերացնեն: Սակայն դրան մի կողմից էլ դեմ եմ: Կողմ եմ, եթե երկիրը տնտեսապես հզոր, կայուն լինի: Փողոցներում ունենք նաև 70 –ականների մեքենաներ, որոնց մաշվածությունը չի համապատասխանում միջազգային ստանդարտներին: Բայց միևնույն ժամանակ այդ մեքենայով մարդն ընտանիք է պահում: Երբ պետությունը տնտեսապես շատ զարգանա, պետք է միջնորդենք, որ շատ հին տարեթվերի մեքենաների ներկրելն արգելվի»,-ասաց Օսիպյանը:

Նա նաև տեղեկացրեց, որ կրթության և գիտության նախարարի հետ հիմա քննարկման փուլում են: Քննարկում են բուհերի դասաժամերի հարցը, որ դեպի կենտրոն տրանսպորտային միջոցների հոսքերը կարգավորեն:  Ոստիկանապետը նկատեց՝ փորձում են ամեն ինչ անել, սակայն ինչ էլ անեն,  քաղաքակիրթ աշխարհում կան նման խցանումներ: Խնդիրը մեղմելու համար ոստիկանապետը նաև հանձնարարական է տվել ՃՈ պետին, որ յուրաքանչյուր ծանրաբեռնված խաչմերուկներում կանգնած լինի գոնե մեկական ճանապարհային ոստիկանության աշխատող: Օսիպյանը նկատեց՝ տրանսպորտային միջոցներն ավելանում են, և բնական է, որ դեպքերն էլ են ավելանալու: Ոստիկանապետը վստահեցրեց, երբ 2019-ից ուժի մեջ մտնի վարորդների բալային համակարգը, հենց առաջին ամսվա կտրվածքով կնվազեն  ճանապարհատրանսպորտային պատահարները և մահով ելքերը: Նա նշեց, որ միջազգային փորձը ցույց է տվել, որ կիրառելով այս բալային համակարգը, պատահարների 50  տոկոս նվազում է արձանագրվել հենց առաջին ամսում:

Հայաստանում առաջին անգամ կիրառվելու է բալային համակարգ: Յուրաքանչյուր վարորդի յուրաքանչյուր տարի տրվելու է 9 բալ, եւ յուրաքանչյուր խախտում կունենա որոշակի բալային  նիշ, այդ 9 բալը յուրաքանչյուր խախտումից հետո նվազելու է:  Երբ 9 բալը կզրոյացվի, վարորդի տրանսպորտային միջոց վարելու իրավունքը ժամանակավորապես կկասեցվի, նախնական նախագծով` 6 ամիս ժամկետով:
