POLITICSՄենք մեր նախընտրական ծրագրում սահմանադրության գլոբալ փոփոխության մասով ոչ մի բան չենք գրել։ Այս մասին ասյօր՝ դեկտեմբերի 2-ին, Սիսիանում նախընտրական քարոզարշավի ժամանակ հայտարարեց «Իմ քայլը» դաշինքի առաջնորդ, ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը։
«Ինչի չենք գրել, որովհետեւ էդ պրոբլեմը երկրում միշտ կա, որ Սահմանադրություն փոխելը, երկրում կառավարման համակարգ փոխելը պետք է արդարացված լինի, այսինքն՝ պատկերացնում եք ամեն ընտրությունից ընտրություն Սահմանադրություն փոխենք։ Հիմա էս Սահմանադրությունն ընդունվել է, ընդամենը 7 ամիս է ուժի մեջ, եկեք թողնենք մի քիչ աշխատի։ Եթե տեսնենք, որ պետք է խորհրդարանական համակարգը փոխենք, հանրության մեծ շրջանում համոզմունք կա նորից վերադառնալու նախագահական համակարգին, իհարկե, մենք կաշկանդված չենք, ժողովուրդ ջան։ Եթե դուք դա ուզեք, մենք դա կանենք»,– ասաց Փաշինյանը։
Նրա կարծիքով, այնուամենայնիվ, Սահմանադրության մեջ կան կետեր, որոնք պարտադիր պետք է փոխվեն։
«ԱԺ պատգամավոր կարող են լինել էն մարդիկ, որոնք վերջին 4 տարում եղել են միայն ՀՀ քաղաքացի եւ մշտապես բնակվել են ՀՀ–ում։ Եթե պատգամավորի դեպքում էս մոտեցումը համարում ենք արդարացված, ապա գործադիրի պարագայում սա որոշակի սահմանափակում է դնում Սփյուռքի ներուժը Հայաստանի կառավարման համակարգում ներգրավվելու համար։ Սա մի կոնկրետ թեմա է, որն իմ կարծիքով, Սահմանադրության մեջ պետք է անպայման վերանայենք»,– նշեց Փաշինյանը։
Նա հիշեցրեց, որ նախկինում իրենք էլ շատ են ասել, որ երկրի կառավարման համակարգը սուպերվարչապետական համակարգ է, եւ շատ լուրջ քայլեր պետք է ձեռնարկել, որպեսզի հակակշիռների եւ փոխզսպումների հստակ մեխանիզմ լինի։
«Դա անհրաժեշտ է, որ մեր երկրում բռնապետություն եւ անձի իշխանություն հաստատելու բոլոր հնարավորությունները վերանան եւ սահմանափակվեն։ Բայց էս նպատակի հետեւից գնալիս պետք է ուշադիր լինել մեկ այլ հարցում, շատ կարեւոր է՝ չխախտել իշխանության ուղղաձիգ բուրգը, որովհետեւ երկիրը պետք է լինի կառավարելի։ Չի կարող լինել այնպես, որ պետության մեջ հստակ չլինի՝ ով է երկրի ղեկավարը։ Դա պոտենցիալ ճգնաժամ է եւ անընդհատ ցնցումներ»,– ընդգծեց Նիկոլ Փաշինյանը։
