Որպես մարդասիրական ժեստ՝ Արցախը պատրաստակամ է օրենքի շրջանակներում դիտարկել ադրբեջանցի Էլնուր Հուսեյնզադեին վաղաժամկետ ազատ արձակելու հնարավորությունը. Արցախի ԱԳՆ
SOCIETYԱրցախի Հանրապետության ԱԳՆ Տեղեկատվության և հասարակայնության հետ կապերի վարչության պետ Արտակ Ներսիսյանը մեկնաբանություն է տվել Tert.am-ին ադրբեջանական կողմի առաջարկի՝ Ադրբեջանում պահվող հայ պատանդերին Արցախում պատիժ կրող Ադրբեջանի քաղաքացիների հետ փոխանակելու մասին:
- Ինչպե՞ս կմեկնաբանեք վերջին շրջանում ադրբեջանական կողմից հնչող առաջարկները` փոխանակել Ադրբեջանում պահվող հայ պատանդներին Արցախում պատիժ կրող Ադրբեջանի քաղաքացիների հետ՝ «բոլորը բոլորի դիմաց» սկզբունքով։
- Առաջին հերթին, անհրաժեշտ է պարզաբանում մտցնել կողմերի մոտ գտնվող անձանց կարգավիճակի հարցում։ Արցախում դատարանի դատավճռով իրենց պատիժն են կրում Ադրբեջանի երեք քաղաքացիներ, նրանցից երկուսը՝ Դիլհամ Ասկերովը և Շահբազ Գուլիևը՝ ծանր և առանձնակի ծանր մի շարք հանցագործություններ իրականացնելու համար, այդ թվում՝ անչափահասի առևանգում և սպանություն։ Միջազգային մարդասիրական իրավունքի նորմերի համաձայն՝ նրանք չեն հանդիսանում ո՛չ պատանդներ և ո՛չ էլ ռազմագերիներ։
Ադրբեջանական կողմի շարժառիթներն ակնհայտ են. Բաքուն փորձում է հավասարության նշան դնել Արցախում դատարանի դատավճռով իրենց պատիժը կրող հանցագործների և Ադրբեջանում պահվող գերիների միջև, որպեսզի «բոլորը բոլորի դիմաց» սկզբունքով փոխանակելու վերաբերյալ առաջարկը ներկայացվի որպես մարդասիրական քայլ։ Մինչդեռ, իրական մարդասիրական քայլ կլիներ հայ պատանդներին ազատ արձակելը, ինչը պահանջվում է, այդ թվում նաև, վերոնշյալ Կոնվենցիայով։ Բաքուն չի գնացել այդ քայլին, հետևաբար, այս հարցում չի կարող խոսել մարդասիրության մասին։
Արցախի Հանրապետության իշխանությունները բազմիցս հայտարարել են, որ չեն վարել ու չեն վարում բանակցություններ՝ Դիլհամ Ասկերովին և Շահբազ Գուլիևին ազատ արձակելու կամ փոխանակելու շուրջ։ Ավելին, նրանց ազատ արձակելու կոչերն ակնհայտորեն խրախուսում են անպատժելիությունը և ամենաթողությունը, ինչպես դա եղել է մարդասպան Սաֆարովի պարագայում։ Ակնհայտ է, որ Ադրբեջանը հերթական անգամ փորձում է շահարկել մարդասիրական բնույթի հարցերը՝ ի շահ սեփական քաղաքական նպատակների։
Որպես մարդասիրական ժեստ` Արցախի իշխանությունները պատրաստակամ են օրենքի շրջանակներում դիտարկել Ադրբեջանի քաղաքացի Էլնուր Հուսեյնզադեին վաղաժամկետ ազատ արձակելու հնարավորությունը, ով Արցախի տարածքում չի իրականացրել ծանր կամ առանձնակի ծանր հանցագործություններ։
Ադրբեջանի պատասխան գործողությունները՝ ուղղված հայ պատանդներին ազատ արձակելուն՝ առաջին հերթին, նրանց, ովքեր ունեն ակնհայտ առողջական խնդիրներ, ի ցույց կդնեին մարդասիրական քայլեր իրականացնելու այդ երկրի պատրաստակամությունը, ինչպես նաև Բաքվից հնչող հայտարարությունների լրջությունը։
