Դեկտեմբերի 9-ին Քննչական կոմիտեն կիրականցի ուժեղացված ծառայություն

ՀՀ քննչական կոմիտեի նախագահ Հայկ Գրիգորյանի հրամանով ստեղծվել է աշխատանքային խումբ՝ դեկտեմբերի 9-ին կայանալիք  ԱԺ արտահերթ ընտրությունների ընթացքում, դրան հաջորդող շրջանում, քաղաքացիների ընտրական իրավունքի խախտումների վերաբերյալ ՔԿ իրավասությանը վերաբերող հաղորդումների նկատմամբ պատշաճ վերահսկողություն իրականացնելու և գործունեությունը համակարգելու նպատակով:

Ինչպես տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, ՀՀ քննչական կոմիտեի մինչդատական վարույթ իրականացնող մարմինների և ստորաբաժանումների պետերին մասնավորապես հանձնարարվել է՝

  • դեկտեմբերի 9-ին իրականացնել ուժեղացված ծառայություն՝ ծառայողների 100%-ի ներգրավմամբ՝ միաժամանակ քննչական կոմիտեի ծառայողների համար հնարավորություն ընձեռելով որպես ընտրող մասնակցել  Ազգային ժողովի արտահեթ ընտրություններին
  • դեկտեմբերի 9-ին և դրան հաջորդող  օրերին  արագ արձագանքել ընտրությունների ընթացքում ու դրան հաջորդող շրջանում քաղաքացիների ընտրական իրավունքի խախտումների վերաբերյալ բոլոր հաղորդումներին, կազմակերպել հաղորդումների սեղմ ժամկետում քննարկումը
  • նյութերի նախապատրաստման, քրեական գործերի հարուցման, ինչպես նաև դրանց ընթացքի մասին անհապաղ հաղորդումներ ուղարկել աշխատանքային խմբի ղեկավարին։
  • բարդ կամ տարաբնույթ մեկնաբանությունների տեղիք տվող հարցադրումներով միասնական պրակտիկա ապահովելու նպատակով, անհրաժետության դեպքում, խորհրդակցել աշխատանքային խմբի անդամ՝ Ընդհանուր բնույթի և ընտրական հանցագործությունների քննության վարչության պետի հետ:

Աշխատանքային խմբի ղեկավարին մասնավորապես հանձնարարվել է՝

  • գործնական աջակցություն ցուցաբերել Քննչական կոմիտեի մինչդատական վարույթ իրականացնող մարմիններին և ստորաբաժանումներին ընտրության ընթացքում, ինչպես նաև ընտրություններին հաջորդող շրջանում քաղաքացիների ընտրական իրավունքի խախտումների վերաբերյալ հաղորդումների քննարկման և լուծման ուղղությամբ
  • 2018 թվականի դեկտեմբերի 5-ից՝ յուրաքանչյուր օր Քննչական կոմիտեի նախագահին ներկայացնել ամփոփ տեղեկանք՝ նախընտրական քարոզչության, քվեարկության ընթացքում, ինչպես նաև ընտրությանը հաջորդող շրջանում քաղաքացիների ընտրական իրավունքի խախտումների վերաբերյալ հաղորդումների, դրանց քննարկման ընթացքի և արդյունքների մասին:

Հրամանով հանձնարարվել է նաև ՔԿ դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնի պետին՝  կազմակերպել քվեարկության, ինչպես նաև դրան հաջորդող շրջանում  քաղաքացիների ընտրական իրավունքի խախտումների քննարկման  արդյունքների վերաբերյալ ՔԿ մինչդատական վարույթ իրականացնող մարմինների և ստորաբաժանումներում  կայացրած որոշումների օպերատիվ լուսաբանումը՝ ապահովելով դրանց հրապարակայնությունն ու թափանցիկությունը:

Աշխատանքային խումբը կհամակարգի ՀՀ քննչական կոմիտեի տարածքային քննչական վարչությունների գործունեության վերահսկողության գլխավոր վարչության պետ Արթուր Մելիքյանը։ 

Սույն հրամանի կատարման նկատմամբ վերահսկողությունը հանձնարարվել է Քննչական կոմիտեի նախագահի տեղակալ Արման Պողոսյանին:
