Ազդեցության պայքար իշխանության ներսում. «Փաստ»
ANALYSIS«Փաստ» օրաթերթը գրում է.
Քարոզարշավն արդեն մոտենում է իր վերջնական հանգրվանին, և հետհայացք գցելով` կարող ենք արձանագրել որոշ իրողություններ, որոնք ակնհայտ դարձան վերջին օրերին: Դրանցից մեկը հատկապես աչքի է զարնում և կապ ունի ոչ այնքան քարոզարշավի բուն էության, որքան դրա հաղորդած ազդակների հետ: Բանն այն է, որ ի սկզբանե իշխող թիմի քարոզարշավը ընթանում էր բացառապես Նիկոլ Փաշինյանի առաջնորդության սցենարով, իսկ իշխող թիմի քաղաքական կորիզը ներկայացնողները բավական պասիվ էին: Տպավորություն կար, թե որոշվել է առանձնահատուկ քարոզարշավ չանել անհատական, ռեյտինգային մակարդակով:
Սակայն քարոզարշավային գործընթացի կեսից այս իրավիճակը կտրուկ փոխվեց և ՔՊ առանցքային դեմքերը, որոնք հաճախ ընդգրկված են ու մրցակցում են նույն ընտրատարածքի ռեյտինգային ցուցակներում, սկսեցին ակտիվ անհատական քարոզարշավ վարել: Դժվար չէ կռահել, թե ինչու նախապես արձանագրված ստատուս–քվոն հանկարծակի խախտվեց: Իշխող թիմի ներսում հասկանալի պատճառներով կա իշխանական ազդեցության շրջանակների բաշխման խնդիր: Այդ խնդիրը չի վերաբերում միայն Նիկոլ Փաշինյանին, որի դերակատարությունն ու դրա ազդեցիկության սահմանները հստակ են: Սակայն թիմի մյուս անդամների դեպքում այս խնդիրը էական է, հատկապես եթե հաշվի առնենք, որ առաջիկայում հարցեր են ծագելու, թե ով պետք է լինի ԱԺ նախագահ, ԱԺ փոխխոսնակ, ինչ սկզբունքով պետք է բաշխվեն հանձնաժողովների նախագահների պորտֆելները և այլն:
Եվ այս պրոցեսում, որը հաջորդելու է ընտրություններին, կենսական է լինելու ոչ միայն Փաշինյանի անձնական որոշումը այս կամ հարցով, այլև հավակնություններ ունեցող թեկնածուների ձայների քանակը:
Այդ ձայների քանակն ու դրանց քաղաքական կապիտալիզացիան, ըստ էության, դառնալու են նաև ներթիմային ազդեցության գոտիների բաշխման սկզբունք: Պարզ է, որ անհատական, ռեյտինգային ընտրակարգով շատ ձայն ստացած մեկը կարող է, հղում անելով իր ձայների քանակին, փորձել ընդլայնել իր ազդեցությունը, ասենք, այն մարդկանց նկատմամբ, որոնք քիչ ձայներ կստանան ու ԱԺ–ում կամ գործադիրում կհայտնվեն բացառապես Փաշինյանի որոշման հաշվին: Թերևս հենց ապագայում սպասվող ներիշխանական ազդեցության գոտիների բաժանման համար բնական պայքարն է, որ խախտեց քարոզարշավային ստատուս–քվոն իշխող թիմի ներսում:
