9 օրում՝ ավելի քան 27 միլիոն դրամի «օդից» ծախս

Ազգային ժողովի մշտական հանձնաժողովներում եկող տարվա բյուջեի քննարկան ժամանակ մի քանի պատգամավոր բարձրացրեցին կառավարության կողմից եկամուտների ոչ արդյունավետ տնօրինելու մասին: Նրանք համոզմունք հայտնեցին, որ կառավարությունը չի ցանկանում խնայել ապարատի ծախսերի վրա, մասնավորապես խոսքը գնում էր ոչ միայն բարձրաստիճան պաշտոնյաների աշխատավարձերին, այլև թանկարժեք ավտոմեքենաների գնման, դրանց սպասարկման, պահպանման, դահլիճների, սրահների վերանորոգման, կահույքի գնման ծախսերին: Պատգամավորներից մեկը նաև խոսեց գործուղումների ծախսերի մասին՝ նշելով, որ այցերի ժամանակ Հայաստանը ներկայանում է մեծ պատվիրակությամբ և դրանով վնաս հասցնում պետական բյուջեին: Չնայած մտահոգություններին՝ կառավարության ներկայացուցիչները այդ ծախսերը կրճատելու հստակ որևէ քայլեր կարծես չեն ձեռնարկում:
Մինչև այդ Past.am-ն ուսումնասիրել է վերջերս հրապարակված կառավարության պետական գնումների վերաբերյալ փաստաթուղթը, որից պարզ է դարձել, որ կառավարությունը միայն օգոստոսի 28–ից սեպտեմբերի 5-ը ավիատոմսերի և ավիասպասարկման ծառայությունների համար պետական գանձանակը դատարկել է ավելի քան 27 միլիոն դրամով:
«Մեկ անձից կատարվող գնումներ» բաժնից տեղեկացանք, որ օգոստոսի 28-ին ՀՀ պաշտպանության նախարարությունն ավիասպասարկման ծառայության համար պետբյուջեից ծախսել է 215 հազար դրամ, նույն օրը ավիատոմսերի համար վճարել 208 հազար դրամ: Օգոստոսի 31-ին ՀՀ արտաքին գործերի նախարարությունը կատարել է ավիատոմսերի երկու գնում՝ 330 հազար և 585 հազար դրամ արժողությամբ: Նույն օրը 746 հազար դրամով ավիատոմս է ձեռք բերել նաև Կենտրոնական ընտրական հանձնաժողովը:
Սեպտեմբերի 2-ին պաշտպանության նախարարությունը ավիասպասարկման ծառայության համար վճարել է 5 մլն 317 հազար դրամ: Մեկ օր անց ՀՀ պաշտպանության նախարարությունը ինքնաթիռի տեխնիկական սպասարկման ծառայության համար վճարել է 6 մլն 450 հազար դրամ: Իսկ սեպտեմբերի 4-ին չատերային հատուկ թռիչքի համար ՀՀ կառավարության աշխատակազմը պետական գանձանակը դատարկել է 13 մլն 168 հազար 800 դրամով, հաջորդ օրը՝ սեպտեմբերի 5-ին՝ ևս 570 հազար դրամով, այս անգամ ավիասպասարկման ծառայությունների համար:
Այսպիսով, պարզ հաշվարկը ցույց է տալիս, որ կառավարությունը 9 օրվա ընթացքում ավիասպասարկման ծառայությունների, ավիատոմսերի ձեռքբերման և չարտերային թռիչքի համար ծախսել է 27 միլիոն 116 հազար 800 դրամ:
Երևի թե կառավարությունը պետք է ևս մեկ անգամ մտածի, թե աղքատության պաշտոնական 35 տոկոս ցուցանիշը, տրանսֆերտների կրճատումը, արտահանման ծավալների նվազումը թո՞ւյլ է տալիս նման շքեղ ծախսեր անել, թե՞ ոչ:
