Սոց ծախսերի ավելացում` եկող տարում

Արմեն Վարդանյանը Ֆեյսբուքյան իր էջում գրում է.
Արդեն մի քանի օր է ինչ ՀՀ Ազգային ժողովի մշտական հանձնաժողովներում շարունակվում է «ՀՀ 2016 թ. պետական բյուջեի մասին» ՀՀ օրենքի նախագծի քննարկումը: Բյուջետային ծախսերի ամբողջ ծավալի շուրջ կեսը կազմում են սոցիալական, կրթական, մշակութային և առողջապահության բնագավառների ծախսերը: Եկող տարի սոցիալական ոլորտի պաշտպանության ծախսերի համար նախատեսվել է հատկացնել 405.5 մլրդ դրամ, ընթացիկ՝ 2015 թվականին հատկացված 390.5 մլրդ դրամի փոխարեն, նախատեսվող աճը կազմել է 3.8 տոկոս: 2016 թվականի պետական բյուջեով սոցիալական պաշտպանության ոլորտի ծախսերը կազմելու են պետական բյուջեի ընդհանուր ծախսերի 29.5 տոկոսը:
Հարկ է նշել, որ սոցիալական պաշտպանության ոլորտի ծախսերը ենթադրում է ամենախոցելի և չքավոր հատվածին ուղղված ֆինանսական աջակցությունն, այն ներառում է ծերության, վատառողջության, գործազրկության, բնակարանային ապահովման, ինչպես նաև սոցիալական հատուկ արտոնությունները: Վերը նշված հատվածում ամենամեծ ծախսային ծրագիրը կազմում է կենսաթոշակային ապահովության ոլորտը, և նախատեսվում է պահպանել 2015 թվականին սահմանված ցուցանիշները: Աշխատանքային կենսաթոշակի միջին չափը կլինի 41000 դրամ, ինչպես ընթացիկ տարում է: Սպաների եւ նրանց ընտանիքների թոշակների համար կհատկացվել է 10.4 տոկոսով ավելի շատ, քան 2015թ. (23.1 մլրդ դրամ)։
Եկող տարում շարունակվելու է նաև նախկին ԽՍՀՄ խնայբանկում ներդրված ավանդների փոխհատուցումը: Նախատեսվում է առաջնահերթ փոխհատուցել սահմանամերձ բնակավայրերի բնակիչների ավանդները:
Թեպետ 2016 թվականի բյուջեի հիմքում դրված է զուսպ և իրատեսական տնտեսական աճի կանխատեսումներ, ինչպես նաև ակնկալվող եկամուտների մակարդակ, որն ըստ կանխատեսումների կկազմի ՀՆԱ հարաբերակցությամբ՝ 21.7%, 2015 թվականի հաստատված 24.5%-ի և 2014 թվականի փաստացի 22.6%-ի դիմաց: Այնուամենայնիվ, սոցիալական պաշտպանությանը ուղղված ծախսերի պահպանումն ու առանձին կետերով դրանց ավելացումը, արդարացված է սոցիալական հավասարակշռության, ընտանիքի պաշտպանության, ծնելիության խրախուսման տեսանկյունից:
