Ինչպե՞ս կառավարությունում պահել «դուխով»–ը. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
Նախօրեին կառավարության շենքի մոտ ցույց էին կազմակերպել ավտոներմուծողները: Նրանց հանդիպեց ՊԵԿ նախագահը: Հանուն արդարության պետք է նշենք, որ խնդիրը ֆիննախի իրավասության ներքո է, բայց դա չէ ամենակարևորը: Անկեղծ լինենք՝ փոքր–ինչ անսովոր պատկեր է, երբ ՊԵԿ նախագահը ոչ միայն հետնամուտքով չի մտնում կառավարության շենք, կամ հետնամուտքից չի փախչում, այլ հանդիպում է բողոքողներին ու զրուցում նրանց հետ: Ավելին, զրուցում է ոչ թե դիվանագիտական լեզվով, այլ ուղիղ ասելով այն, ինչ կա, ասելով, որ չի կարելի խաբել պետությանը: Մասնավորաբար, Դավիթ Անանյանն ասել է. «Եկեք ազնիվ լինենք, մենք չենք կարող աչք փակել նրա վրա, որ դուք մեքենա ներմուծեք ու հարկ չտաք»: Իրականում ո՞րն է նման «դուխով» պահվածքի պատճառը: Այս հարցի պատասխանը էական է ոչ թե կոնկրետ անձի, կոնկրետ պաշտոնյայի առումով, այլ նրա օրինակով՝ ընդհանրապես կառավարության հետագա գործունեության տեսակետից: Նախորդ տարիներին նման հանդիպումն անհնար էր, քանի որ նախ՝ պատկերացնելն անգամ տխուր է, թե կոռուպցիոն պատմություններում թաթախված պաշտոնյային ինչպես կընդունեին, երկրորդ՝ այնքան հարցեր կտային այդ պաշտոնյային իր գործունեության մասով, որ «դուխի» նշույլ անգամ չէր մնա: Հիմա նոր կառավարությունը պետք է ձևավորվի նաև այս հարցադրման տեսանկյունից: Հասկանալի է, որ լեգիտիմության խնդիր նոր իշխանությունները չունեն, մնում է բոլոր պաշտոններում նշանակվեն ոչ միայն բանիմաց, այլև այնպիսի մարդիկ, որոնք խառնված չեն կոռուպցիոն պատմություններում, որոնք, այսպես ասած, «կպնելու» տեղ չունեն: Այդ դեպքում արդեն բոլորն էլ առանց «ծռմռվելու», անկաշկանդ կկարողանան իրականացնել բարեփոխումներ, թեկուզ և՝ ցավոտ, միևնույն ժամանակ չեն խուսափի հանդիպել դժգոհ, բողոքող կամ ուղղակի խնդիրներ ունեցող մարդկանց: Հարկ չի լինի մեկ ուրիշի փոխարեն մարդանց մեջ ուղարկել մեկ ուրիշին: Եվ վերջապես ամենակարևորը՝ ամեն մի հարցի կարգավորման համար վարչապետ Նիկոլ Փաշինյանը ստիպված չի լինի անձամբ գնալ ու զբաղվել, ինչպես եղավ, օրինակ, Չարենցավանի 3–րդ դպրոցի պարագայում:
