Աղետի գոտի հասկացությունը վերացնելու համար անհրաժեշտ են գործնական քայլեր: 

Այս մասին դեկտեմբերի 19-ին Գյումրիում լրագրողների հետ ունեցած հանդիպման ժամանակ նշեց ՀՀ տարածքային կառավարման և զարգացման նախարարի պաշտոնակատար Սուրեն Պապիկյանը՝ հիշեցնելով, որ ՀՀ կառավարության դեկտեմբերի 7-ին Գյումրիում կայացած արտագնա նիստի ժամանակ ՀՀ վարչապետի պաշտոնակատարը կառավարության առջև խնդիր է դրել գույքագրել այն, ինչ կա Գյումրիում. «Պետք է աղետի գոտին մեր տերմինաբանությունից դուրս գա ՝ ոչ թե չխոսենք, այլ՝ խնդիր չունենանք, իսկ դրա համար պետք են գործնական քայլեր: Կա քաղաքական կամք, մնում է հասկանալ, թե գործնականում ինչ խնդրի հետ գործ ունենք, որ իմանանք նաև լուծման ճանապարհները: Աղետի գոտի հասկացությունը գործածությունից դուրս կգա մի բանի արդյունքում, երբ չենք ունենա անօթևան մարդիկ»: 
Անդրադառնալով մարզերի համաչափ զարգացմանը՝Սուրեն Պապիկյանը տեղեկացրեց՝ տրամադրվող դոտացիան 2018 թվականի համեմատ ավելացել է 2,8 միլիարդ դրամով, ինչից բաժին կունենա նաև Շիրակի մարզն ու Գյումրի քաղաքը:«Կարծում եմ Երևանին տրամադրվող դոտացիայի մի մասը պետք տրամադրվի մարզերի զարգացմանը: Այդ մասով քննարկումներ կունենանք Երևանի քաղաքապետարանի և շահագրգիռ կառույցների միջև. լուծումը պետք է լինի օրենսդրական, այնպես, որ դրանից չտուժի Երևանը և շահեն մարզերը»,- նշեց նախարարի պաշտոնակատարը:
