«Փաստ» օրաթերթը գրում է.

Վերջին օրերին, չնայած իշխանության ներսում ընթանում են կառավարության նոր կազմի և ԱԺ խմբակցության ու կենտրոնական պաշտոնների բաշխման գործընթացներ, բայց ուշադիր ընթերցողը կնկատի, որ մեր օրաթերթը դրանց չի անդրադառնում անձնավորված: Խնդիրը ոչ միայն ինֆորմացիոն քաղաքականությունն է ու էթիկան, այլև իրավիճակին առավել անկեղծ ու իրական գնահատական տալու ցանկությունը:

Իսկ իրավիճակն այնպիսին է, որ անկախ այն հանգամանքից, թե ինչ առաջնահերթությամբ են բաշխվելու ուժերը ԱԺ–ի ու կառավարության միջև, Հայաստանում փոփոխությունների հիմնական դերակատար շարունակելու է ընկալվել Նիկոլ Փաշինյանը: Ընդ որում, Նիկոլ Փաշինյանն այդ դերակատարությամբ ընկալվելու է ոչ թե որպես վարչապետ, այլ հեղափոխության և հեղափոխական իշխանության առաջնորդ, մարդ, որը գեներացրել է լավատեսական հույսեր, սպասելիքների բարձր նշաձող, և, մեծ հաշվով, դարձել այդ նշաձողի իրականացման երաշխավորը:

Անկախ այն հանգամանքից, թե նոր իշխանության որ ներկայացուցիչը որտեղ կհայտնվի, Հայաստանում բեկումնային փոփոխություններ կլինեն, եթե լինի դրա քաղաքական կամքն ու հստակ հայեցակարգը: Այս իմաստով կենսական է արձանագրել, որ կարելի է լավագույն ծրագրերը տապալել պրոֆեսիոնալների թիմով, միաժամանակ կարելի է ոչ շատ պրոֆեսիոնալ, բայց իր անելիքներն իմացող և հստակ կոնցեպտ ունեցող թիմով հասնել հաջողությունների:

Իսկ այդ կոնցեպտը, ընդհանուր քաղաքական ռազմավարությունը ձևավորելու է հենց Նիկոլ Փաշինյանը: Գուցե որոշ նախարարներ լինեն ավելի պրոֆեսիոնալ մյուսներից, գուցե ԱԺ–ում որոշ պատգամավորներ ու որոշ հանձնաժողովներ աշխատեն ավելի արդյունավետ, քան մյուսները, բայց ընդհանուր քաղաքական գծի պատասխանատվության բեռը հենց Նիկոլ Փաշինյանի վրա է: Այս արձանագրումը կարևոր է այնքանով, որ չստեղծվի իշխանության, դրա տարբեր թևերի ու դրանցից հասարակության սպասելիքների կեղծ մեխանիզմ, կեղծ օրակարգ: Թիմն ու կադրերն, իհարկե, կարևոր են, բայց առավել կարևոր է հենց Փաշինյանի քաղաքական գործոնը: Ինչքան էլ թվա, թե գործ ունենք պրիմիտիվ դրսևորման հետ, երբ հասարակության մեծամասնությունը իր սպասումների իրականացումը կապում է բացառապես մի անձի հետ, իրականում, սակայն, հասարակության այդ պարզ ընկալման տակ ընկած է նույնքան պարզ տրամաբանություն:
