Մեր երկրի հանրությունը և Արցախի ողջ ժողովուրդն արդեն գիտեն Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոյի սկանդալային, համարյա թե փողոցային հայտարարությունների մասին։ Բելառուսական կոլտնտեսություններից մեկի նախկին նախագահի խոսքի բոլոր գոհարները չեմ կրկնի։ Բայց որոշ բաներ վերհիշենք։ Մոսկվայում ռուս լրագրողների հետ հանդիպման ժամանակ նա հայտնեց իբր հետաքրքրություն գրգռող մի պատմություն այն մասին, որ առաջ Մինսկը և Մոսկվան արցախա-ադրբեջանական հակամարտության լուծման առաջարկներ են արել։

Ինչպես մեկնաբանել Բելառուսի նախագահի խոսքը, և ինչու այն ասվել է հենց այժմ, երբ Ռուսաստանը հանդես է գալիս որպես գլխավոր միջնորդ Ադրբեջանի նախագահ Ալիևի և Հայաստանի վարչապետ Փաշինյանի միջև։ Ճիշտ է, Լուկաշենկոն բարձրահունչ հայտարարություններ անելու հակում ունի։ Իսկապես, նրա հայտարարությունները բազմանշանակ են ընկալվում. Սարգսյանն ընդհանրապես չի՞ ցանկացել Բաքվին վերադարձնել հինգ շրջանը, թե՞ չի ցանկացել, որ հակամարտության գոտում հայտնվեն ռուս և բելառուս խաղաղարարները։ Ընդ որում, Բելառուսի նախագահն ակնհայտորեն ընդգծում է, որ Ադրբեջանը դեմ չէր իրադարձությունների զարգացման առաջարկվող սցենարին։

Հնարավոր է, որ Լուկաշենկոն ցանկանում է դրդել Ռուսաստանի, Ադրբեջանի գործող և Հայաստանի նախկին նախագահներին, որ արձագանքեն իր հայտարարությանը։ Չէ՞ որ 2017-ի մարտին Բելառուսում ՀՀ դեսպան Արմեն Խաչատրյանի դիվանագիտական առաքելության ավարտի կապակցությամբ Լուկաշենկոն, խոսելով Արցախի մասին, ասել է, թե «դա մեր խնդիրը չէ, իմ խնդիրը չէ», «մենք այնտեղ անելու բան չունենք», «հակամարտող կողմերն իրենք պետք է դա լուծեն»։ Այնուհետև. «Լեռնային Ղարաբաղի հարցով Մինսկի խումբը տասնամյակներով ոչինչ չի արել և չի անի, մինչև երկու առաջնորդները չնստեն և չասեն` եկեք խնդիրը լուծենք ի շահ մարդկանց»։ Ինչ-որ բան հուշում է, որ Մինսկի այդ ակտիվությունը կարող է վերջերս Մինսկ այցելած Ալիևի հետ ինչ-որ պայմանավորվածության արդյունք լինել։ Կարող ենք ենթադրել, որ պաշտոնական Մինսկը դրանով հայտնում է Ալիևի ու Փաշինյանի ենթադրվող հանդիպման վայրը դառնալու իր հավակնությունը

ԵԱՀԿ Մինսկի խմբի սուր քննադատությամբ Լուկաշենկոն փորձում է հանդես գալ Ռուսաստանի հե՞տ, թե՞ առանձին։ Չէ՞ որ ոչ նախագահ Պուտինը, ոչ ՌԴ ԱԳՆ-ն դեռ չեն արձագանքել Լուկաշենկոյի` որպես կարգավորման գլխավոր միջնորդի հայտարարություններին, և այդ հարցում, ինչպես սիրում է ասել Լուկաշենկոն, «կան որոշակի ենթատեքստեր»։ Ընդգծեմ, որ ՄԽ կազմում են Բելառուսը, Գերմանիան, Իտալիան, Շվեդիան, Ֆինլանդիան և Թուրքիան, ինչպես նաև Հայաստանն ու Ադրբեջանը, համանախագահ երկրներն են Ռուսաստանը, ԱՄՆ-ը և Ֆրանսիան։

Գաղտնիք չեն նաև Ղազախստանի հետ Լուկաշենկոյի, իսկ Թուրքիայի հետ` Ղազախստանի «հատուկ հարաբերությունները», որոնց հիման վրա էլ Լուկաշենկոն ժամանակի ընթացքում դարձավ թուրքասեր։ Իսկ Ադրբեջանի և Իլհամի հետ իր «անձնական» հարաբերությունների մասին կոլտնտեսության նախկին նախագահը, առանց քաշվելու, տարփողում է աջ ու ձախ։ Գաղտնիք չէ, որ Մինսկը և Անկարան ձգտում են համանախագահի կարգավիճակ ստանալ կամ ընդհանրապես փոխել բանակցությունների ձևաչափը։

Սակայն հարավկովկասյան ուղղությունում Լուկաշենկոյին դժվար թե հաջողվի իր գիծը տանել` լինելով ոչ միայն ՀԱՊԿ-ի, այլև Ռուսաստանի հետ միութենական պետության անդամ։ Չնայած բարդ վիճակներ ստեղծել Մինսկը կարող է։ Բայց դա նա անում է այնպիսի իրադրությունում, երբ Արցախում և նրա շուրջը «ինչ-որ բանի հոտ է գալիս»։

Հնարավոր չէ թաքցնել այն պարզ իրողությունը, որ Հայաստանի նախկին երեք նախագահների օրոք ոչ մի Լուկաշենկո չէր համարձակվի իրեն պահել շուկայական կիսագրագետ պառավի նման։ Եվ այն, որ նա իրեն հենց այդպես է պահում, մեր մեղքն է, ոչ թե Լուկաշենկոյի. մենք ենք նրան տվել այդ հնարավորությունը։ Իսկ ընդհանրապես, կոլտնտեսականը պարզապես հարվածի տակ է դրել Պուտինին, Սերժ Սարգսյանին և Ալիևին ։
