VIDEO«Էրեբունի–Երեւան» 2800–ամյակի տոնակատարության միջոցառումների գնումը մեկ անձից կատարելով եւ չհայտարարելով համապատասխան մրցույթներ, Երեւանի քաղաքապետարանը խախտել է «Գնումների մասին» ՀՀ օրենքը։ Այս մասին այսօր՝ դեկտեմբերի 25-ին, Երեւանի ավագանու նիստին ասաց ավագանու «Լույս» խմբակցության անդամ Անի Սամսոնյանը։
«Էրեբունի–Երեւան 2800–ամյակի տոնակատարության շրջանակներում Երեւանի քաղաքապետարանը հոկտեմբերի 10-ին մի շարք պայմանագրեր է կնքել մի շարք ընկերությունների հետ, եւ այդ պայմանագրերը չեն կնքվել բաց, հրապարակային մրցույթների արդյունքում հաղթող ճանաչված մասնակիցների հետ, ավելին՝ այդ պայմանագրերը չեն ուղարկվել armeps համակարգ եւ չեն հրապարակվել gnumner.am համակարգում»,–նշեց նա։
Նրա խոսքով՝ նույն խնդիրը առաջացել է նաև ամանորյա տոնակատարությունների հետ կապված։
Անի Սամսոնյանի հարցերին, թե ինչու է Երեւանի քաղաքապետարանը գնումներ կատարել մեկ անձից, ինչու չեն հայտարարվել մրցույթներ, քաղաքապետ Հայկ Մարությանը պատասխանեց. «Չհասցնելու, հրատապության խնդիր կար երկու դեպքում էլ։ Կարող եմ Ձեզ վստահ ասել, որ մյուս տարվա բոլոր մշակութային միջոցառումների ցանկը տրվելու է, եւ բաց մրցույթներով անցկացվելու է»։
Անի Սամսոնյանը արձագանքեց. «Այս մրցույթների մասին դուք իմացել եք ավելի վաղ, եւ օրենսդրությունը թույլ էր տալիս 7 օրում կազմակերպել մրցույթները, ես կարծում եմ՝ այդ ժամանակը եղել է եւ արդարացված չի եղել»։
Իր հերթին փոխքաղաքապետ Հայկ Սարգսյանն ասաց, որ մրցույթի կազմակերպումը 7 օրում նախատեսելը, առանց բողոքարկման հավանականությունը հաշվի առնելու, մոլորություն կլիներ. «Մեկ անձից գնումը գնման ընթացակարգ է, որից քաղաքապետարանը օգտվել է, իսկ 7 օրը մրցույթի սպասման ամենակարճ ժամկետն է, եթե մրցույթի արդյունքի բողոքարկում լինի, դրան ավելանում է եւս 10 օր, իսկ բողոքարկման հավանականությունը պետք է հաշվի առնել»։
