Գործարարը կկարողանա հարկ վճարել առցանց` գրասնյակում նստած. բարելավում են հարկային վարչարարությունը

Խորհրդարանն առաջին ընթերցմամբ ընդունեց հարկային վարչարարության արդիականացմանն ուղղված օրենքի նախագիծը, որը նախատեսում է մի շարք կարևոր փոփոխություններ հարկային օրենսդրությունում: «Հարկերի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասի ն օրենքի նախագծին կողմ քվեարկեց 88, դեմ՝ 3, ձեռնպահ՝ 13 պատգամավոր:
Վերջնական արդյունքը, որին կառավարությունը ցանկանում է հասնել նախաձեռնության ընդունմամբ, հետևյալն է՝ հարկ վճարողը պետք է հնարավորություն ունենա առցանց եղանակով ցանկացած պահի տեսնել իր հարկային պարտավորությունները ըստ հարկատեսակների, կատարած վճարումների և ցանկացած պահի, իր գրասենյակում նստած, հնարավորություն ունենա տեսնել իր միջոցների շարժը: Այս պահին նման հնարավորություն չկա, քանի որ համապատասխան իրավական, տեխնիկական և օրենսդրական լուծումներով հարկային համակարգը միայն հարկային ծառայողներին է հնարավորություն տալիս տեսնել հ արկ վճարողների հարկային պարտավորությունները: Մուտքագրումները որոշ դեպքերում դեռևս կատարվում են հարկային ծառայողների միջամտությամբ, մինչդեռ այս նախաձեռնությունը նախատեսում է համակարգի ամբողջական ավտոմատացում, իսկ օրենսդրական, իրավական լուծումներն ուղղված են նրան, որպեսզի մարդկային գործոնի միջամտությունը բացառվի հարկային պարտավորությունների հավաքագրման առումով:
Ներկայումս կան 50-ից ավել հաշիվներ, որոնք հաշվառում են հարկ վճարողների պարտավորությունները: Այդ հաշիվները բաժանվում են ենթահաշիվների՝ ըստ հարկատեսակների և կազմակերպաիրավական տեսակների: Կառավարությունն առաջարկում է վերացնել այդ 50-ից ավել հաշիվները և ունենալ մեկ միասնական հաշվի: Սա նշանակում է, որ վերանում է սխալվելու հավանականությունը, որովհետև լինում են իրավիճակներ, երբ տնտեսավարողները մեկ հաշվի վրա վճարում են կատարում, բայց պարզվում է, որ այդ հաշվեհամարին կատարած վճարումը սխալ էր, քանի որ նա պարտավորություն ուներ մեկ այլ հարկատես ակի գծով, որին համապատասխան գումար չէր փոխանցվել: Իսկ դրանից հետո սկսվում է հարկատուների և հարկային մարմինների համար ժամանակատար մի գործընթաց:
Եթե միասնական հաշվում եղավ գումար, հարկ վճարողը ներկայացրեց հարկային հաշվարկը, այդ գումարից կկատարվի մարում: Չեղավ գումար, հարկ վճարողը ներկայացրեց հարկային հաշվարկը, մարում կկատարվի այն դեպքում, երբ այդ հաշվին կլինի համապատասխան գումար: Արմատական փոփոխություններից մեկը կայանում է նրանում, որ, ի տարբերություն ներկայումս տարբեր հարկատեսակների հաշիվներին մուտքագրվող գումարների, որոնք համարվում են հարկային եկամուտներ, այս հաշվի վրա եղած գումարները չեն համարվում հարկային եկամուտներ, քանի դեռ հարկ վճարողը չի ներկայացրել հարկային հաշ վարկը և չի արտացոլել իր պարտավորությունների գումարը: Սա նշանակում է, որ կառավարությունն արմատապես վերացնում է գերավճարներ կուտակելու հնարավորությունը: Այսինքն՝ հարկային ծառայողների՝ տնտեսավարողներից ավելի գումարներ պահանջելու մոտիվացիան ամբողջապես վերանում է:
