Ժողովրդի իշխանությունից մինչև թավշյա անիշխանություն

Նախօրեին բավական ուշագրավ և տհաճ միջադեպ էր տեղի ունեցել զորակոչիկներին զորամաս տեղափոխող ՊՆ ավտոբուսի հետ: Մի խումբ երիտասարդներ կանգնեցրել էին ավտոբուսը, ոտքերով հարվածել դրան՝ փորձելով բացել դուռը և հրաժեշտ տալ իրենց ընկերոջը: Միջադեպը տեսանկարահանվել էր և հայտնվելով համացանցում՝ առաջացրել էր բուռն քննարկումներ: Արդեն կան պաշտոնական արձագանքներ ՊՆ-ից ու Ոստիկանությունից, գործի քննությամբ զբաղվում է Ռազմական ոստիկանությունը, դեպքի մասնակիցներից մեկն էլ ինքնակամ ներկայացել է իրավապահներին:

Այս տհաճ միջադեպը գուցե չդառնար քննարկման առարկա, եթե տարածքում չլիներ լրատվամիջոցներից մեկի տեսախցիկը: Ավելին՝ չի բացառվում, որ նմանատիպ միջադեպեր եղել են ու կան, բայց տեսախցիկների բացակայության հետևանքով դրանք աննկատ են մնում: Հատկապես, եթե նկատի ունենանք, որ զինվորներին մեքենաների շարասյուններով ճանապարհելու ավանդույթը նոր չէ:

Բայց քանի որ խնդիրն արդեն հանրայնացվել է, ապա հարկ է անել մի քանի արձանագրումներ: Նախ՝ խնդրի ավելի լոկալ, տեխնիկական կողմի մասին: ՊՆ ավտոբուսը սովորական ավտոբուս չէ, հատկապես, եթե այն տեղափոխում է զորակոչիկներին: Թե գործնական, թե սիմվոլիկ իմաստով այն ունի հավելյալ նշանակություն: Եթե ավտոբուս կանգնեցնելը, դուռ ջարդելն ու նման մարտաֆիլմ բեմադրելը պետք է այսպիսի հեշտությամբ տեղի ունենա, ուրեմն ՊՆ-ում մտածելու բան ունեն: Ավելին՝ բանակը ու զինվորը մեր միջավայրում օբյեկտիվ պատճառներով ունեն սովորականից ավելի նշանակություն: Սիմվոլիկ իմաստով այդ արժեքների հանդեպ որևէ ոտնձգություն պետք է դառնա խիստ դատապարտելի, թե իրավական, թե քաղաքական իմաստով:

Անշուշտ. կարելի է պնդել, թե իշխանությունն ու ՊՆ-ն մեղավոր չեն, հասարակության որոշ շերտերում կան բարքեր, որոնք որևէ կերպ իշխանության կողմից թելադրված չեն: Անշուշտ հասկանում ենք, որ այդ բարքերի թելադրողը իշխանությունը չէ: Բայց իշխանությունն է պատասխանատվություն կրում այդ բարքերի դրսևորման համար: Այլապես ամեն բան կարելի է բարդել հասարակության բարքերի վրա ու քաշվել մի կողմ:

Այս իմաստով հատկապես մտահոգիչ  են այն քաղաքական մեսիջները, որոնք գալիս են իշխանությունից տարբեր առիթներով: Երբ կառավարության գլխավոր մուտքի դուռը ջարդող քաղաքացու առիթով հնչեցվում է՝ իրենց դուռն է, կուզեն՝ կջարդեն ձևակերպումը, երբ ամեն պատեհ ու անպատեհ առիթով հայտարարվում է, որ իշխանությունը պատկանում է ժողովրդին՝ առանց մեկնաբանելու այդ մտքի ողջ խորությունն ու ավելացնելու, որ այդ իշխանությունը ժողովուրդն իրացնում է միջնորդավորված, ընտրությունների միջոցով, ունենում ենք նման պատկեր:

Եվս մեկ անգամ ենք ցանկանում կրկնել, որ խնդիրը այն չէ, որ իշխանությունն է ծնում նման բարքեր: Խնդիրն այն է, որ իշխանությունն իր քաղաքական ուղենիշներով այդ բարքերի դրսևորման համար բացում է ճանապարհ: Այս իմաստով կենսական է, որպեսզի իշխանությունը ոչ միայն դատապարտի կոնկրետ միջադեպը ու բավարարվի դրան իրավական ընթացք տալով, այլև վերանայի իր կողմից հնչեցվող ու հանրությանն ուղղված քաղաքական մեսիջների տրամաբանությունը: Այլապես ժողովրդից իշխանությունից մենք կարող ենք սահուն անցնել թավշյա անիշխանության մթնոլորտի:
