Նախօրեին տեղեկություն տարածվեց, որ Փաշինյանը ուշ երեկոյան այցելել է Երևանի քաղաքապետարան և խորհրդակցություն անցկացրել: Մամուլում այս առիթով հայտնվեցին վարկածներ, որ այցը պայմանավորված էր քաղաքապետարանի աշխատանքի հանդեպ որոշակի հասարակական դժգոհությամբ, մասնավորապես աղբահանության խնդիրներով, որոնք աչք էին ծակում տոնական օրերին: Թե ո՞րն է եղել այցի իրական նպատակը, դժվար է ասել, քանի որ չկա պաշտոնական ինֆորմացիա: Բայց տարածված տեղեկությունները մոտ են իրականություն լինելու: Նախ՝ կա նմանատիպ այցերի նախադեպ ՝ Չարենցավանում դպրոցներից մեկում ծագած խնդրով Նիկոլ Փաշինյանի անձնական ներգրավվմամբ: Երկրորդն էլ՝ համակարգը, փաստորեն, իր էությամբ այնպիսին է, որ նույնիսկ ամենափոքր թվացող հարցերի լուծման համար անհրաժեշտ է Նիկոլ Փաշինյանի ուղիղ միջամտությունը:

Անձնակենտրոն այն համակարգը, որն ունենք հիմա, սակայն, ունի որոշակի օբյեկտիվ պատճառներ ու այդ պատճառները թաքնված են հեղափոխական պրոցեսների բովանդակության տակ: Ինքնին հեղափոխական ողջ գործընթացը առավելապես կարելի է բնութագրել որպես հասարակության կողմից անձամբ Նիկոլ Փաշինյանին տրված վստահության մանդատ: Եվ այն պայմաններում, երբ Փաշինյանը գալիս է իշխանության անպատրաստ թիմով, նրա անձի քաղաքական կշիռը բնականաբար էականորեն աճում է:

Մյուս կողմից էլ նախկինում էլ իշխանական վերնախավն աչքի չի ընկել ներքին հակակշիռների մեխանիզմներով ու թե հասարակության ընկալումները իշխանության մասին, թե այդ իշխանության ներքին հարաբերությունները վերջիվերջո հանգել են մեկ մարդու՝ համակարգի ղեկին նստած մարդու անձին: Մոտավորապես նույնը կրկնվում է հիմա: Սակայն ինչքան էլ օբյեկտիվ պատճառներն ու անցյալի իներցիան ունենան իրենց դերակատարությունը նման անձնակենտրոն համակարգի գոյության համար, հասկանալի է, որ մեկնարկային այս պայմաններով երկար ու արդյունավետ ճանապարհ գնալն անհնար է: Ֆիզիկապես ու տեխնիկապես Փաշինյանը չի կարող լուծել բոլոր խնդիրները ՝ գործադիրի կառավարումից, օրենսդիրի կուրացիայից սկսած, վերջացրած համայնքային խնդիրներով: Ինչքան էլ նրա քաղաքական կշիռն անհամեմատ ավելի բարձր լինի իր թիմակիցներից կշռից, նա չի կարող հասցնել ամենուր և անել ամեն ինչ:

Հետևաբար համակարգը այժմ կանգնած է բարդ երկընտրանքի առաջ: Կամ ստեղծել այնպիսի ներկուսակցական մեխանիզմներ, որոնք թույլ կտան որպեսզի ներսում ձևավորվեն միմյանց հակակշռող անհատներ ու խմբեր՝ հիմնված մոտեցումների ու ծրագրերի, ոչ թե նեղանձնական շահերի տարբերության վրա: Սա թույլ կտա որոշակիորեն թոթափել անձնակենտրոն համակարգի ռիսկերը, պատասխանատվության ֆորմալ բաժանմանը զուգահեռ ստեղծելով փաստացի բաժանում: Կամ էլ, եթե ամեն դեպքում քաղաքական կշիռը այլոց հետ կիսելու կամ մասամբ զիջելու խնդիրը չլուծվի, գոնե պետք է համակարգը հագեցնել այնպիսի պրոֆեսիոնալներով, որոնց մասնագիտական գիտելիքները թույլ կտան վերցնել այդ պատասխանատվությունը: Այլապես բացառապես մեկ անձի հանդեպ հանրային համակրանքի վրա կառուցված համակարգը չի կարողանա արդյունավետ գործել, հատկապես, եթե հաշվի առնենք մի կողմից ընթացիկ ու հիմնարար խնդիրերը, որոնք ծառացել են Հայաստանի առջև, մյուս կողմից էլ սպասելիքների այն աննախադեպ բարձր շեմը, որ սահմանել է հենց ինքը ՝ իշխանությունը:
