Նոր համաձայնագրով` ՌԴ-ն կկիրառի ոչ միայն 102-րդ ռազմաբազայի ավիացիան, այլև ՌԴ Հարավային օկրուգի ուժերը

Երեկ գրել էին, որ ՌԴ նախագահ Վլադիմիր Պուտինը հանձնարարել է ստորագրել Կոլեկտիվ անվտանգության Կովկասյան տարածաշրջանում Հայաստանի հետ միասնական հակաօդային պաշտպանության համակարգի ստեղծման շուրջ համաձայնությունը: Մեր զրուցակիցը՝ Հելսինկյան քաղաքացիական ասամբլեայի Վանաձորի գրասենյակի նախագահ Արթուր Սաքունցը, մտագոհություն էր հայտնել՝ նշելով, որ այդ համաձայնությամբ ավելի շատ ՌԴ-ն է իրավասություն ձեռք բերում օգտագործել Հայաստանի օդային տարածքն իր նպատակների համար: Իրավապաշտպանը նաև հավելել էր, որ այդ համաձայնագիրը չի բխում Հայաստանի Հանրապետության անվտանգության շահերից:
Այսօր, ահա, ՀՀ պաշտպանության նախարարությունը հայտարարություն է տարածել, որում ասվում է, որ ՀՀ պաշտպանության նախարարի առաջին տեղակալ Դավիթ Տոնոյանը «Մեդիամաքսի» խնդրանքով մեկնաբանել է Հայաստանի ու Ռուսաստանի մտադրությունը՝ ստեղծել Միասնական տարածաշրջանային հակաօդային պաշտպանության համակարգ Հավաքական անվտանգության կովկասյան տարածաշրջանում:
Հետաքրքրականն այն է, որ Դավիթ Տոնոյանը հայտնել է, թե փաստաթուղթը թույլ կտա ՀՀ օդային տարածքի և պետության տարածքում գտնվող օբյեկտների պաշտպանության ընթացքում կիրառել ոչ միայն Հայաստանում տեղակայված 102-րդ ռուսական ռազմակայանի ՀՕՊ ուժերը և ավիացիան, այլև ՌԴ Հարավային ռազմական օկրուգի ուժերը: Դա, վերջինիս խոսքով, «ՀՀ և ՌԴ անվտանգության ապահովման հավելյալ երաշխիքներ կտրամադրի»:
Տոնոյանը տեղեկացրել է նաև, որ որ փաստաթղթի մշակումը մեկնարկել է ՀԱՊԿ Հավաքական անվտանգության խորհրդի որոշման համաձայն: Համաձայնագրի նախագիծը բազմիցս քննարկվել է ՀՀ և ՌԴ պաշտպանության նախարարությունների փորձագետների կողմից, անցել է ներպետական համաձայնեցման բոլոր փուլերը Հայաստանում, որից հետո ուղարկվել է ռուսաստանյան կողմի հաստատմանը: Համաձայնագրի նախագիծը պատրաստ է, և կողմերը պետք է ընտրեն դրա ստորագրման վայրը և ամսաթիվը: Դավիթ Տոնոյանը նկատել է, որ համաձայնագիրը կանոնակարգում է երկկողմ հարաբերությունները, սակայն ըստ պայմանավորվածության՝ երկրներից մեկի օդային տարածքի խախտման դեպքում գործելու է նաև ԱՊՀ-ի եւ ՀԱՊԿ-ի շրջանակում: Հարցին, թե արդյո՞ք նոր համաձայնագիրը կարող է կիրառվել, եթե Ադրբեջանը վերսկսի ռազմական գործողությունները Ղարաբաղյան հակամարտության գոտում, ՀՀ պաշտպանության նախարարի առաջին տեղակալն ասել է. «Վստահ եմ, որ չկան հիմքեր կասկածի տակ առնելու Լեռնային Ղարաբաղի Հանրապետության Պաշտպանության բանակի ՀՕՊ ուժերի և միջոցների արդյունավետությունը»:
