«Հպարտ» քաղաքացիները ու «դուխով» հանցագործները. վերահսկողության կարիքը վերացե՞լ է
SOCIETYՀայաստանում և մասնավորապես Երևանում իշխանությունների կողմից հայտարարած համաներումից հետո հանցագործությունների կտրուկ աճ է գրանցվել: Օրվա քրեական քրոնիկոնը ոչնչով չի զիջում քաղաքականին: Անգամ ՀՀ ոստիկանապետ Վալերի Օսիպյանն է խոստովանում, որ վերջերս երկրում հանցագործությունների որոշակի աճ է նկատվել։ Բացի այդ, ճանապարհային երթևեկությունն անկառավարելի վիճակում է։ Դրանց պատճառներն իրականում խիստ տեսանելի են։ Դրանք այնպիսի հանցագործություններ են, որոնք հնարավոր չէ թաքցնել. բնակարանների կողոպուտներ, մարմնական վնասվածքներ հասցնել, խուլիգանություն։ Լրիվ արդարացի է, որ մարդիկ կապում են այդ աճը հոկտեմբերին հայտարարված ծավալուն համաներման հետ: Ինքը` Օսիպյանը, չի հերքում դա:
Ինչ է ստացվում՝ Նիկոլ Փաշինյանի փիառի համար խորհրդարանական ընտրություններին ընդառաջ ազատ արձակվեցին հարյուրավոր մարդիկ, ովքեր հայտնվելով ազատության մեջ՝ միանգամից անցան իրենց համար սովորական դարձած «փեշակին»: Իրականում ակնհայտ է, որ պատկան մարմինները սույն անձանց նկատմամբ չեն սահմանել պատշաճ վերահսկողություն, արդյունքում ունենք ցինիզմի աստիճանի հասնող կողոպուտներ, երբ օրը ցերեկով կարող են թալանել փողոցում քայլող քաղաքացուն: Նոր Հայաստանում մարդիկ իրենց այլևս վստահ չեն զգում, իսկ ի՞նչ են անում իշխանությունները:
Փիառի կարիք այլևս չկա, խնդիրը լուծված է, իսկ ՀՀ հպարտ քաղաքացիները փողոցում վխտող հանցագործների հետ մնացել են դեռ առ դեմ՝ նրանք մենակ են, մենակ են, մենակ են…
