Խանութները գուցե հրաժարվեն ծխախոտ վաճառել
INTERVIEWՓոքր խանութների շատ սեփականատերեր սկսել են ինքնակամ հրաժարվել ծխախոտ վաճառել, քանի որ ընդհանուր շրջանառության մեջ այն թեև բավական մեծ տեղ է զբաղեցնում, սակայն այդ շրջանառությունից ստացվող մաքուր եկամուտը, ակցիզային հարկի դրույքաչափը բարձրացնելուց հետո, չնչին է մնում: Խնդիրն այն է, որ ծխախոտը միակ ապրանքն է, որի յուրաքանչյուր տուփի վրա նշված է դրա մանրածախ վաճառքի գինը: Այսինքն, խանութներն իրավունք չունեն նշված գնից ավելի թանկ վաճառել: Եվ ստացվում է, որ վաճառքից գոյացած եկամուտը նվազել է, ինչն էլ հանգեցրել է նրան, որ շատ խանութներ սկսել են կամաց–կամաց կրճատել ծխախոտի թե՛ տեսականին, թե՛ քանակը:
Ինչպես հայտնի է, ըստ էության, ակցիզային հարկի հետ կապված փոփոխությունը տարածվում է միայն ներմուծողի կամ արտադրողի վրա: Ներմուծողն ու արտադրողն իրավունք ունեն սիգարետի գինը թանկացնել և թանկ գնով հանձնել խանութին: Բայց թանկացնելուց առաջ որոշ գործառույթներ պետք է իրականացնեն՝ փոխեն տուփի վրա նշված հին գինը, քանի որ խանութն իրավունք չունի ծխախոտը տուփի վրա նշված գնից ավելի թանկ վաճառել: Իսկ մինչ այդ, քանի դեռ հին խմբաքանակներն են իրացվում, խանութում այն թանկացնել չի լինի: Ստացվում է, որ խանութը, միջնորդի դերում հանդես գալով, կա՛մ պետք է դրանից եկամուտ գրեթե չստանա, կա՛մ հրաժարվի վաճառել: Սա էլ իր հերթին է տնտեսվարողներին կանգնեցնում մեկ այլ պարադոքսի առջև, որի լուծումն այս պահին կարծես թե չկա:
«Իրազեկ և պաշտպանված սպառող» հկ ղեկավար Բաբկեն Պիպոյանը մեզ հետ զրույցում անդրադառնալով այս խնդրին՝ նշեց, որ թեև չի ցանկանում մասնավոր հատվածի իրավունքների դաշտ մտնել, սակայն խորհրդատվության կարգով կարող է տեղեկացնել, որ եթե տուփի վրա մակնշած գինն ու ստացվող եկամտի չափը տնտեսվարողին ձեռնտու չէ, ապա պետք է հրաժարվի նման ապրանք ընդունել:
«Եթե արտադրողը կամ ներմուծողը գիտի, որ հերթական խմբաքանակի դեպքում այլևս չի կարող գործել հին գնային քաղաքականությունը, և վաղը կամ մյուս օրը ինքը ստիպված է լինելու այդ ապրանքն ավելի թանկ վաճառել, ապա նոր ակցիզային հարկով հարկվելու համար պետք է նոր տուփեր պատվիրի, որտեղ արդեն նշված կլինի մանրածախ վաճառքի նոր գինը: Խնդիրն այն է նաև, որ ամեն տարի որոշակի տոկոսով կթանկանա ծխախոտի գինը մինչև 2022 թվականը: Բայց ինչքան էլ բարձրանա, այն կմնա ավելի ցածր, քան Եվրոպայում, քանի որ ԵԱՏՄ անդամ երկրների համար այլ դրույքաչափ է սահմանված՝ հաշվի առնելով վճարունակության միջին գործակիցը»– ասաց Բ. Պիպոյանը:
Թերևս այս և այլ խնդիրներն են պատճառը, որ երբ դեռ նախորդ իշխանությունների օրոք առաջին անգամ հարց բարձրացվեց առողջապահական ռեֆորմի շրջանակներում ծխախոտի ակցիզային հարկը մի քանի անգամ թանկացնելով հասնել ծխախոտի գնի բարձրացմանը և դրանով էլ ծխախոտային ռեֆորմ իրականացնել, կազմակերպության ղեկավարը պնդում էր, որ դա անհնար կլինի՝ նկատի ունենալով թե՛ նշված և թե՛ այլ հանգամանքներ:
«Եվ քանի որ շատ դեպքերում պաշտոնյաները չեն տիրապետում ՀՀ–ի կողմից ստանձնած պարտավորություններին, նման խնդիրների առջև են կանգնեցնում բիզնես ոլորտի ներկայացուցիչներին: Ես մշտապես ասել եմ և կրկին նույնն եմ ասում, որ բոլորը պետք է իրենց գործով զբաղվեն, և եթե բիզնեսը չունի իրեն պաշտպանող կառույց, ապա լավ կլինի, որ բիզնեսմենները հիմա այդ մասին բարձրաձայն հայտարարեն, ստեղծեն համապատասխան ենթակառուցվածք, որն էլ անձամբ կզբաղվի բիզնեսի շահերի պաշտպանությամբ»,– ասաց Բ. Պիպոյանը:
