Ինչու է աշխատանքից ազատվել Բնապահպանության տեսչական մարմնի ղեկավար Արթուր Գրիգորյանը. Ամուլսարի խնդի՞րն է մեջտեղում
SOCIETYԿառավարության կադրային նշանակումները եւ ազատումները միտված են ավելի բարձրակարգ մասնագետների ներգրավմանը, կառավարության աշխատանքի արդյունավետ կազմակերպմանը եւ առաջադրված նպատակների իրականացմանը։ Այս մասին այսօր՝ հունվարի 22-ին, NEWS.am-ի հետ զրույցում ասաց ՀՀ փոխվարչապետ Տիգրան Ավինյանի մամուլի քարտուղար Վահան Հունանյանը՝ պատասխանելով Բնապահպանության եւ ընդերքի տեսչական մարմնի ղեկավարի պաշտոնից Արթուր Գրիգորյանի ազատման պատճառների մասին հարցին։
Իր հերթին Կառավարության աշխատակազմի ղեկավար Էդուարդ Աղաջանյանը այս առնչությամբ նշել է. «Հաշվի առնելով, որ կա տպավորություն, թե իբր տվյալ որոշումը անակնկալ էր պարոն Գրիգորյանի համար, հարկ եմ համարում նշել, որ նրան նախապես տեղեկացվել է վարչապետի որոշման մասին։
Նշենք, որ ինքը՝ Արթուր Գրիգորյանը հեռախոսազանգերին չի պատասխանում, միայն Facebook-ի իր էջում գրել է. «Կներեք, որ չեմ պատասխանում զանգերին։ Չգիտեմ՝ ինչ պատասխանեմ»:
Հատկանշական է, որ բնապահպան Արթուր Գրիգորյանն իր պաշտոնավարման ընթացքում Ամուլսարի վերաբերյալ աշխատանքային խումբ էր ստեղծվել, որն իր եզրակացություններն էր ներկայացրել վարչապետին: Այդ եզրակացությունը խիստ քննադատության էր ենթարկվել «Լիդիան Արմենիայի» կողմից: Բացի այդ, Արթուր Գրիգորյանի եւ ՀՀ փոխվարչապետ Տիգրան Ավինյանի գրասենյակի միջեւ տարակարծություն էր առաջացել Ամուլսարի խնդրի շուրջ ձեւավորվող աշխատանքային խմբում ընդգրկվելիք մարդկանց անվանացանկի հետ:
Բնապահպան, Բնապահպանության եւ ընդերքի տեսչական մարմնի համակարգման խորհրդի անդամ Սիլվա Ադամյանն էլ մեզ հետ զրույցում նշեց, որ ինքը, լինելով համակարգման խորհրդի անդամ, Արթուր Գրիգորյանի ազատման մասին տեղեկացել է լրատվամիջոցներից։ Նա հայտնեց, որ ներքին նամակ է գրել ՀՀ վարչապետի աշխատակազմի տեսչական մարմինների աշխատանքների համակարգման գրասենյակի ղեկավար Հայկ Այվազյանին, որտեղ իր շփոթմունքն է հայտնել այդ առնչությամբ։
Սիլվա Ադամյանի կարծիքով՝ այդ որոշումը նախ պետք է քննարկվեր խորհրդի անդամների հետ կամ անդամները պետք է առնվազն տեղեկացված լինեին այն խնդիրների մասին, որի հիման վրա Արթուր Գրիգորյանը ազատվել է զբաղեցրած պաշտոնից, չնայած նրան, որ տեսչական մարմնի ղեկավարին ազատելու իրավասություն վարչապետն ունի։
Բնապահպանը հակված է մտածելու, որ Արթուր Գրիգորյանի ազատումը կապված է եղել Ամուլսարի խնդրի հետ։ Նրա խոսքով՝ Արթուր Գրիգորյանը իր տեսակով պայքարող է եւ իր կամքով ապացուցել է, որ Ամուլսարի խնդրով մինչեւ վերջ գնալու է եւ թույլ չի տալու, որ այն հանք դառնա։
Սիլվա Ադամյանը սրանով Ամուլսարում հանքարդյունաբերության աշխատանքների վերսկսման միտում է տեսնում։
Իսկ կառավարության հիմնավորմանը, թե ազատումը պայմանավորված է եղել ավելի բարձրակարգ մասնագետների համալրման անհրաժեշտությամբ, Սիլվա Ադամյանը պատասխանեց, որ Արթուր Գրիգորյանը սկզբունքային էր իր պայքարում, չնայած պետական մարմիններում նախկինում չի աշխատել։ Բնապահպանը հնարավոր է համարում, որ մասնագետները Արթուր Գրիգորյանի մոտ նկատել են մասնագիտական փորձի պակաս, սակայն Սիլվա Ադամյանի համոզմամբ՝ դա ընդամենը պատճառաբանություն կարող էր լինել նրան աշխատանքից ազատելու համար եւ դա չէ իրականում խնդիրը։
Նշենք, որ ավելի վաղ ՀՀ վարչապետ Նիկոլ Փաշինյանի որոշմամբ Արթուր Գրիգորյանն ազատվել է բնապահպանության եւ ընդերքի տեսչական մարմնի ղեկավարի պաշտոնից: Արթուր Գրիգորյանը մինչեւ այդ պաշտոնին նշանակվելը ակտիվորեն պայքարել է, որ Ամուլսարը հանք չդառնա։
