POLITICSԱզգային ժողովի նախկին փոխնախագահ Արփինե Հովհաննիսյանը իր ֆեյսբուքյան էջում տարակուսանք է հայտնում, թե ինչու չի հրապարակվում Մհեր Ենոքյանի ներման շնորհման գործընթացի մասին տեղեկությունը։
Նա, մասնավորապես, գրում է.
«Ինչպես հիշում եք մի քանի օր առաջ հարցում էի կազմակերպել, թե արդյոք հասարակությունը պետք է իրավունք ունենա տեղեկություն ստանալ ներում շնորհելու գործընթացի վերաբերյալ՝ դրա որեւէ փուլում։ Ճնշող մեծամասնության կարծիքը այն էր, որ նման հնարավորություն պետք է ստեղծվի։
Այսօր արդեն ՀՀ Նախագահի աշխատակազմից հայտարարություն է տարածվել, որ ՀՀ նախագահ Արմեն Սարգսյանը ցմահ դատապարտված Մհեր Ենոքյանի ներման մասին ՀՀ վարչապետից որեւէ առաջարկություն չի ստացել։ Ստացված բոլոր տեղեկությունները համադրելով՝ կարելի է եզրահանգել, որ 2018 թվականի դեկտեմբերի 20-25-ը ընկած ժամանակահատվածում ներման հանձնաժողովը վարչապետին է ներկայացրել եզրակացություն ներման խնդրագրի վերաբերյալ: Գործող կարգավորումների համաձայն՝վարչապետը հանձնաժողովի եզրակացությունն ստանալուց ոչ ուշ, քան տասնհինգօրյա ժամկետում, Հանրապետության նախագահին ներկայացնում է ներման խնդրագիր ներկայացրած անձին ներում շնորհելու կամ ներման շնորհումը մերժելու մասին առաջարկություն։ Կարծում եմ՝ նախատեսված ժամկետները արդեն իսկ լրացել են, եւ առաջանում է հարց, թե ինչու նշված ժամանակահատվածում առաջարկություն չի ներկայացվել ՀՀ նախագահին։ Արդյոք հասարակական քննադատությունն է պատճառը, որ արդեն իսկ կայացված որոշումը չի ուղարկվել Հանրապետության նախագահին, թե՞ գործ ունենք պարզապես սովորական անգործության հետ, քանի որ սահմանված ժամկետում որոշում չի կայացվել։ Ստեղծված իրավիճակը եւս մեկ անգամ վկայում է ներման գործընթացի վերաբերյալ տեղեկատվության հրապարակման անհրաժեշտության մասին, քանի որ հիմա մենք անգամ չեն կարող վերահսկողություն իրականացնել,թե արդյոք պետական պաշտոնյան օրենքով սահմանված ժամկետում իրականացնում է իր պարտականությունները, թե ոչ»։
