POLITICSՄի երկրում, որտեղ թոշակառուն 40 հազար դրամ է ստանում, բյուջեից մի քանի միլիոն դրամ ստացող պաշտոնյան պետք է «հաշվետվություն» տա, մանրամասն ներկայացնի՝ ինչ է ստացել, երբ, ինչքան ու ամենակարևորը՝ ինչի համար: Այս մասին իր ֆեյսբուքյան էջում գրել է ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Բաբկեն Թունյանը` անդրադառնալով պարգեւավճարների խնդրին:
«Պարգևավճարների հետ կապված 3 բան ասեմ.
1. Միշտ համոզված եմ եղել և եմ, որ պատասխանատու և բարձր որակավորում պահանջող պաշտոնյաներին պետք է պատշաճ վարձատրել։ Հակառակ դեպքում դա կբերի կա՛մ կոռուպցիայի, կա՛մ կադրերի արտահոսքի խնդրի։
2. Ներկայիս պայմաններում վարձատրության խնդիրն անուղղակիորեն լուծվում է պարգևավճարների միջոցով։ Ծրարով աշխատավարձին կամ կաշառքին փոխարինել է պարգևավճարը։ Դա, իհարկե, ժամանակավոր լուծում է։ Այլ հարց է, որ պարգևավճարի չափը պետք է քննարկել՝ կախված կոնկրետ պաշտոնյայի աշխատանքի օբյեկտիվ ու համակողմանի գնահատականից։
3. Էս ամեն ինչի հետ մեկտեղ՝ թափանցիկությունն ու հաշվետվողականությունը ամենակարևոր բաներն են։ Ես իրավաբան չեմ ու ինձ համար կարևոր էլ չի՝ պաշտոնյաներն օրենքով պարտավո՞ր են մանրամասն տեղեկատվություն տալ իրենց եկամուտների մասին, թե ոչ։
Հարցը ավելի խորքային է։Մի երկրում, որտեղ թոշակառուն 40 հազար դրամ է ստանում, բյուջեից մի քանի միլիոն դրամ ստացող պաշտոնյան պետք է «հաշվետվություն» տա, մանրամասն ներկայացնի՝ ինչ է ստացել, երբ, ինչքան ու ամենակարևորը՝ ինչի համար։ Ու դա պետք է անի առաջինը հենց ինքը՝ սեփական կամքով ու նախաձեռնությամբ։
