Հարկային օրենսգրքի փոփոխությունների ընդունումը պետք է մեկ տարով հետաձգել. ՀԿ նախագահ
ECONOMICSՀարկային օրենսգրքի փոփոխությունների մասին օրինագծի ընդունումը պետք է մեկ տարով հետաձգել: Հունվարի 28-ին լրագրողների հետ զրույցում այս մասին ասաց Հաշվապահների եւ աուդիտորների ասոցիացիայի խորհրդի նախագահ Նաիրի Սարգսյանը:
Նրա խոսքով՝ փոփոխությունների նման լուրջ առաջարկությունների դեպքում ինչպիսիսիք են ակցիզի ենթակա ապրանքների ցուցակի ընդլայնումը, ապրանքաշրջանառության հարկային դրույքի բարձրացումը, հարկավոր է ընդլայնված քննարկումներ անցկացնել եւ հասկանալ փոփոխությունների նպատակները:
«Իրավական ակտի ընդունումը պետք է իրավական սուբյեկտի դրության բարելավմանը ծառայի, տվյալ դեպքում հարկատուի, ինչը հաշվի չի առնվել», - նշեց նա:
Սարգսյանն ընդգծեց, որ աուդիտորական եւ իրավաբանական ծառայությունների մատուցման ոլորտի ընկերությունների հարկային բեռի ավելացումը մի քանի բացասական ազդեցություն կունենա:
«Մոտավորապես 30 տոկոսով հարկային բեռի ավելացումը այդ ոլորտում ստվերի առաջացման վտանգի կհանգեցնի: Բացի այդ թանկացման պատճառ կդառնա՝ քաղաքացիներին զրկելով մատչելի ծառայությունների հնարավորությունից», - հավելեց նա:
ՀԿ նախագահը նկատեց, որ դեռ հասկանալի չէ, թե ինչու մարդիկ, որոնք ամսական մինչեւ 150 հազար դրամ աշխատավարձ են ստանոււմ, շարունակում են հիմնական հարկային բեռը կրել, հաշվի առնելով, որ այս կատեգորիայի անձինք ընդամենն իրենց սոցիալական հարցերն են լուծում:
«Իշխանությունների հայտարարություններն այն մասին, որ նրանք պատրաստվում են խթանել փոքր բիզնեսը, ինչպես նաեւ ընկերությունների գործունեությունը, ոչ մի կերպ չեն արտահայտվում հարկային քաղաքականությունում», - եզրափակեց Նաիրի Սարգսյանը:
