36 մլն դրամի մարզերում ծրագիր է իրականացվում, որպեսզի մարզերի բժիշկները կարողանան նաև վերապատրաստվեն արտերկրում, բյուջետային ծախսերով»,- ասաց նա:
 2014թ-ի բյուջեի կատարողականի քննարկմանը առողջապահության նախարար Արմեն Մուրադյանին ՀՀԿ պատգամավոր Սուքիաս Ավետիսյանը հարցրեց, թե վճարովի ծառայությունների թերակատարումը պայմանավորված է արդյոք նորմերի քանակի պակասով, թե սակագների վերանայումով:

Նախարարը պատասխանեց, թե վճարովի ծառայությունների գումարը անցյալ տարի կազմել է  33 մլրդ 800 մլն: «Երբ սոցփաթեթի շահառուները փաստացի անցնում էին ապահովագրական ընկերություններով, 3,8 մլրդ դրամի մենք կանխատեսում էինք անում, մինչդեռ ընդհանուր անկումը միայն 200 մլն-ի է եղել, գրեթե մենք զրոյական ենք դուրս եկել այս իրավիճակից և ապահովագրական ծառայությունների փոխհատուցումը կարողացան հիվանդանոցային ցանցերում ապահովել 3,6 մլրդ վճարովի ծառայություններ, ինչն էլ ապահովում է ստվերից դուրս գալուն և հարկային դաշտում ցույց տալուն»,- ասաց նա:

 Հաջորդ հարցը վերաբերում էր մարզերում տիրող առողջապահական խնդիրներին: Ըստ Սուքիաս Ավետիսյանի՝ մարզերի բյուջեների քննարկմանը պարզվեց, որ սոցիալական փաթեթները ոչ մի մարզում չեն կատարվել: «Ձեր նախաձեռնությամբ կառավարությունը  որոշում ընդունեց, որ մարդիկ պարտադիր սոցփաթեթներով հետազոտություն անցնեն: Ձեր կողմից ի՞նչ վերլուծություն կա դրա հետ կապված»,- հարցրեց նա:


Նախարարը նշեց, թե մարզերում 2,8%-ով բյուջեի ավելացում կա: «Մեզ համար կարևոր է համաչափ զարգացումը՝ հաշվի առնելով, որ 10 մարզերից 9-ում գործում են գերժամանակակից բժշկական կենտրոններ: Մենք մեծ ջանքեր ենք գործադրում, որպեսզի կադրային քաղաքականությունը նույնպես վարենք համապատասխան ծրագրով»,- ասաց նախարարը և հավելեց, թե մարզերում փաստացի այսօր իրականացվում է վերապատրաստման ծրագիրը:

Նախարարը նաև տեղեկացրեց, որ փոխել են նաև ուղեգրման կարգը: Նախորդ կարգի համաձայն հիվանդը կարող էր ընտրել, թե որ բուժհաստատությունում անցնի իր  բուժումն, ինչն էլ անշուշտ բերում էր մարզերից դեպի Երևանի հոսքի ավելացմանը: «Այս նոր մոտեցումը իրականացրել ենք, որի միջոցով հակակոռուպցիոն լրջագույն խնդիր ենք լուծել, և ուղղակի ֆիքսվում էր, որտեղ կարող է բուժում ստանալ, փաստացի զրկելով ընտրության իրավունքից, բայց խնայելով 2,8%»,- ասաց նա:
