Հիմնի հարցը փակվեց. ո՞րն է լինելու հաջորդ թեման

Հիմն փոխելու շուրջ բուռն քննարկումները կարծես մոտենում են ավարտին: Օրեր տևած քննարկման առիթ տվել էր ԱԺ փոխխոսնակ Ալեն Սիմոնյանը՝ առաջարկելով վերադարձնել Խորհրդային Հայաստանի հիմնը ՝ Արամ Խաչատրյանի հեղինակությամբ: Նախկինում էլ այս հարցը պարբերաբար հայտնվում էր տեղեկատվական հոսանքներում և միառժամանակ զբաղեցնում հանրությանը: Հաշվի առնելով, սակայն, որ այս անգամ նման մտքի հեղինակը բարձրաստիճան պաշտոնյա էր, մյուս կողմից էլ ոչ սովորական, այլ հեղափոխական իշխանության պաշտոնյա, ապա չենք կարող խնդրին չանդրադառնալ քաղաքական տեսանկյունից, ինչքան էլ որ Ալեն Սիմոնյանը կամ նրա մտահղացման կողմնակիցները պնդեն, թե հարցը զուտ գեղագիտական նշանակություն ունի:
Եթե արտահերթ ընտրություններում 70 տոկոսից ավել ձայներ ստացած ուժը, որն այդ ընտրությունների հետ կապում էր Հայաստանի թռիչքաձև զարգացումն ու խոստանում կերտել նոր Հայաստան, իր հետընտրական ամենաաղմկոտ առաջարկներից մեկը դարձնում է հիմնի փոփոխությունը, ապա կարող ենք ենթադրել, որ կամ թռիչքաձև աճին հիմա էլ հիմնն է խանգարում, կամ էլ թռիչքաձև աճի որևէ օրակարգ չկա, բայց կա սպասելիքների բարձր շեմ, որը պետք է ինչ-որ բանով լցնել:
Ոչ միայն հիմնի փոփոխության մասին խոսակցությունները, այլև իշխանությունների հետընտրական վարքն ընդհանրապես հուշում են, որ որևէ թռիչքաձև ու հեռանկարային օրակարգ իսկապես գոյություն չունի: Հաղթահարելով իշխանության ամբողջականացման ճանապարհին ընկած տարատեսակ խոչընդոտներ, վերցնելով այդ ամբողջական իշխանությունը, չունենալով քաղաքական իմաստով որևէ իրական խանգարող գործոն՝ իշխանությունն այժմ հայտնվել է «ինչ անել» հարցի պատասխանի առաջ: «Ինչ չանել» հարցի պատասխանն իշխանությունն ունի՝ չանել կոռուպցիա, չանել մենաշնորհ, չանել պետական լծակի չարաշահում: Բայց «ինչ անելը» չկա ու չկա: Հիմնի փոփոխությունն, ըստ այդմ, հասարակության մոտ ընկալվում է կամ որպես շոշափելի արդյունքներ ապահովող օրակարգի բացակայություն, կամ էլ որպես հենց այդ օրակարգ: Երկու դեպքում էլ հեռանկարներն իշխանության համար հուսադրող չեն:
Արդեն քանի օր է հիմնի թեման սառել է, բայց այդպես էլ օրակարգում որևէ լուրջ հարց չի քննարկվում: Այսինքն իշխանությունը առաջարկում է կամ տեղեկատվական վակուում, կամ էլ թեմաներ, որոնք որևէ կերպ կապ չունեն հեղափոխական սպասելիքների հետ: Թե ինչքա՞ն կձգվի այս անորոշ ու անպտուղ իրավիճակը, դժվար է ասել: Սակայն արդեն պարզ է, որ խնդիրը ոչ միայն ու ոչ այնքան տեղեկատվական դաշտի հետ աշխատանքում դրսևորվող անփութությունն է, որքան բովանդակային ասելիքի բացակայությունը, որը մատնվում է այն տեղեկատվական լռությամբ կամ աղբով, որի ականատեսն ենք:
