Եկամտային հարկի համահարթ տարբերակը սոցիալական անարդարություն է խթանում․ Բաբկեն Թունյան
VIDEOԱզգային ժողովում որոշակի տարբերակներ ենք քննարկում, որ սոցիալական անարդարության էլեմենտը որոշ չափով մեղմվի․ այս մասին այսօր՝ փետրվարի 7-ին, լրագրողների հետ զրույցում ասաց «Իմ քայլը» խմբակցության պատգամավոր Բաբկեն Թունյանը։
«Հարկային օրենսգրքի հարցով քննարկվել է տարատեսակ թեմաներ՝ սկսած հաշվապահական եւ խորհրդատվական ծառայությունների հարկման ռեժիմից, որոնք պետք է անցնեն շրջանառության հարկից ավելացված արժեքի հարկի ռեժիմի, միկրոբիզնեսի եւ եկամտային հարկի հետ կապված հարցեր են քննարկվել»,- նշեց նա։
Թունյանի խոսքով՝ ամենալուրջը դրանցից եկամտային հարկի փոփոխությունն է. «Կառավարության ընդհանուր դիրքորոշումն այնպիսին է, որ մենք այս փուլում լուծում ենք ոչ թե հարկային օրենսգրքի գլոբալ խնդիրները, այլ կարճաժամկետ խնդիրները, որոնք հրատապ են, առաջին փուլում լուծում կստանան, որից հետո արդեն մի քանի ամիս կամ ավելի երկար աշխատելուց հետո կլինեն ավելի խորքային փոփոխություններ»։
Նա եւս համաձայնեց՝ առաջարկված տարբերակը սոցիալական անարդարություն է խթանում. «Եկամտային հարկի մասով հարցեր հնչեցին, քանի որ հիմնական քննադատությունը այն է, որ եկամտային հարկի համահարթ տարբերակը սոցիալական անարդարություն է խթանում, այսինքն՝ քիչ ստացողների աշխատավարձը թողնում ենք նույնը, իսկ շատ ստացողների աշխատավարձը ավելացնում ենք»։
Ըստ պատգամավորի՝ Ազգային ժողովում իրենք էլ որոշակի տարբերակներ քննարկում են. «Մենք էլ մտածում ենք այնպիսի տարբերակներ, որ սոցիալական անարդարության էլեմենտը որոշ չափով մեղմվի։ Բայց դրա համար մեզ էլ է ժամանակ պետք ու աշխատանք ու տվյալներ, ինչը հիմա ինտենսիվ անում ենք»։
Միկրոբիզնեսի վերաբերյալ Թունյանը շեշտեց՝ Հարկային օրենսգրքի փոփոխություններով պետությունը միկրոբիզնեսի մեսիջներ է ուղարկում. «Պետությունը ցանկանում է միկրոբիզնեսին մեսիջ ուղարկել, որ մենք ձեզանից հարկային եկամուտներ չենք ակնկալում։ Այսինքն՝ փոքրերի հաշվին ֆիսկալ ու հարկաբյուջետային խնդիր չենք լուծում»,- եզրափակեց նա։
