Վիճակագրության դառը լեզուն

Նիկոլ Փաշինյանը հաճախ է սկսել ֆեյսբուքյան իր էջում հրապարակել վիճակագրական տվյալներ, որոնց միջոցով փորձում է արձանագրել նոր իշխանությունների՝ այս կամ այն ոլորտում ունեցած ձեռքբերումները: Վիճակագրությունն, անշուշտ, կարևոր չափանիշ է կառավարությունների արդյունավետությունը ստուգելու համար: Բայց միաժամանակ նույն վիճակագրական տվյալները բավական հեշտ կարելի է մանիպուլացնել, ինչ–որ թիվ ներկայացնել այլ կերպ, մեկ այլ թիվ՝ բոլորովին այլ: Միաժամանակ շատ կարևոր է վիճակագրության կոնտեքստը: Եվ հենց այստեղ է, որ Փաշինյանի վիճակագրական հրապարակումները բավական դառը տպավորություն են թողնում: Հասարակությունը դրանք կա՛մ չի ընկալում, կա՛մ ընկալում է բոլորովին այլ կերպ, քան հրապարակողը կցանկանար:
Այդ ընկալման պատճառը պարզ է: Հասարակությունը սովորել է, որ նախորդ իշխանություններն էին խոսում վիճակագրության ու բարդ տերմինների լեզվով, այնինչ իրական կյանքում շոշափելի փոփոխություններ չէին զգացվում: Ցանկացած հասարակական դժգոհություն ու բողոք հանդիպում էր վիճակագրական ինչ–որ տվյալների մեջբերման, արդյունքում այդ վիճակագրական լեզուն ասոցացվում էր իշխանության հռետորաբանության հետ: Մյուս կողմից՝ տարիներ շարունակ ընդդիմությունները պնդում են, որ իշխանությունները կեղծում կամ մանիպուլացնում են վիճակագրական տվյալները: Իշխանափոխությունից հետո, կարծես թե, չկա վիճակագրությանը չվստահելու առիթ: Բայց անփոփոխ մնացած վիճակագրական ծառայության կազմը, ինչպես նաև փորձագետներից շատերի ահազանգերը, որ հնչեցվող տվյալներն առնվազն կիսատ են, թույլ են տալիս ենթադրել, որ այս հարցում դեռևս խնդիր կա, վստահության խնդիր:
Պատահական չէ, որ Փաշինյանի վիճակագրական հրապարակումների մեկնաբանությունները բավական նեգատիվ տոնայնությամբ են: Հետաքրքիր է նաև այդ մեկնաբանությունների բովանդակությունը, որի հիմնական առանցքն այն է, թե քաղաքացիները վիճակագրության և իրականության մեջ կապ չեն տեսնում: Հետևաբար վիճակագրությունը, որպես պաշտոնական հռետորաբանություն, լավ կլիներ համապատասխաներ իրականությանը: Կամ էլ իշխանությունը պետք է հրաժարվի այս լեզվամտածողությամբ հաղորդակցվելուց, այլապես ոչ միայն կարող է ասոցացվել նախկինների հետ, այլ հայտնվել աններդաշնակության տիրույթում, երբ իշխանությունը մի բան է տեսնում ու խոսում, հասարակությունը՝ լրիվ այլ:
