Հայաստանի նոր իշխանությունները, փորձելով կոծկել Սիրիա հայկական զորախումբ ուղարկելու ապօրինությունը, արդեն քանի օր է, ինչ խուճապահար հիմնավորումներ են փորձում բերել` օրը մի տարբերակ հորինելով։

 

Այս մասին իր ֆեյսբուքյան էջում գրել է Հայաստանի հանրապետական կուսակցության փոխնախագահ, ԱԺ արտաքին հարաբերությունների հանձնաժողովի նախկին նախագահ Արմեն Աշոտյանը:

«Հայաստանի նոր իշխանությունները, փորձելով կոծկել Սիրիա հայկական զորախումբ ուղարկելու ապօրինությունը, արդեն քանի օր է, ինչ խուճապահար հիմնավորումներ են փորձում բերել, օրը մի տարբերակ հորինելով։ Տարբեր տրամաչափի պաշտոնյաներ հանդես են եկել իրարամերժ հայտարարություններով։

 

Այսօր էլ ՀՀ ՊՆ-ն, զորախմբի գործուղման 4-րդ օրը, փորձեց նոր վարկածով հանդես գալ, որը սակայն նույնպես որևէ լուրջ քննադատությանը չի դիմանում։ Ճիշտ այնպես, ինչպես Ամանորի գիշերը ղարաբաղա-ադրբեջանական սահմանին հայ զինվորականի սպանության փաստը կոծկելու անհեթեթ հիմնավորումները։

 

Այս անգամ վկայակոչվել է Հայաստանի Հանրապետության և Սիրիայի Արաբական Հանրապետության կառավարությունների միջև 2001թ. օգոստոսի 27-ին կնքված համագործակցության մասին համաձայնագիրը։

 

Իրականում այդպիսի համաձայնագիր գոյություն չունի։ Փոխարենը, գոյություն ունի Հայաստանի Հանրապետության և Սիրիայի Արաբական Հանրապետության կառավարությունների միջև ռազմատեխնիկական ոլորտում համագործակցության մասին համաձայնագիր (27 օգոստոսի, 2001թ. Դամասկոս)։ Կրկնում եմ՝ ռազմատեխնիկական ոլորտում համագործակցության մասին։

 

Միտումնավոր բաց թողնելով համաձայնագրի իրական անվանումը՝ փորձ է արվում կրկին քողարկել այն փաստը, որ հայ զինվորականներից բաղկացած միավորը, այո, մարդասիրական առաքելությամբ, բայց զինված ուժերի ստորաբաժանում է։

 

Հիշեցնեմ նաև, որ ըստ «Պաշտպանության մասին» ՀՀ օրենքի 7-րդ հոդվածի՝Հայաստանի Հանրապետության կառավարությունը որոշում է ընդունում Հայաստանի Հանրապետության տարածքից դուրս զինված ուժերի ստորաբաժանումների կողմից խաղաղապահ կամ ռազմական գործողությունների մասնակցության մասին։ Նման որոշում հանրությանը հայտնի չէ։

 

Հասկանալի է, որ նման հարցերում կան «գաղտնի» մասեր, որոնք սակայն չպետք է չարաշահվեն՝ Փաշինյանի այս անձնական նախաձեռնության ապօրինությունը կոծկելու համար։

 

Ուստի ակնկալում եմ նաև, որ ԱԺ շահագրգիռ պատգամավորները, ունենալով «գաղտնի» փաստաթղթերի թույլտվություն, իրենց վրա կվերցնեն այս հարցադրման խորհրդարանական վերահսկողությունը։

Հիշեցնենք, որ ՊՆ մամուլի քարտուղար Արծրուն Հովհաննիսյանն այսօր արձագանքել էր ՀՀ կողմից Սիրիայի Արաբական Հանրապետություն հումանիտար մասնագետներ և նրանց անմիջական անվտանգությունն ապահովող անձնակազմ ուղարկելու փաստին:

 

 

Նա նշել էր, որ Հայաստանի Հանրապետության և Սիրիայի Արաբական Հանրապատության կառավարությունների միջև 2001թ. օգոստոսի 27-ին կնքվել է համագործակցության մասին համաձայնագիր: «ՀՀ կողմից Սիրիայի Արաբական Հանրապետություն հումանիտար մասնագետներ և նրանց անմիջական անվտանգությունն ապահովող անձնակազմ ուղարկելու ընթացակարգերը ՀՀ օրենսդրության տառին համապատասխան պահպանվել են։ Համապատասխան իրավական ակտերի մի մասը Պետական և ծառայողական գաղտնիքի վերաբերյալ ՀՀ օրենսդրության համապատասխան հրապարակման ենթակա չեն»,-գրել էր նա։
