POLITICSԱմանորի գիշերը հրազենային վնասվածքից մահացած պայմանագրային զինծառայողի մահվան փաստի մասին չհայտնելը անփութության հետևանք չէ: Անկախ նրանից, թե այստեղ որ գերատեսչությունն է թերացել, սա համակողմանի ուղղորդված հրահանգ է եղել՝ դրանից բխող բոլոր հետևանքներով:
Այս մասին Tert.am-ի հետ զրույցում ասաց զինվորական իրավունքի գծով մասնագիտացած փաստաբան Նորայր Նորիկյանը՝ անդրադառնալով զինծառայողի մահվան դեպքի մասին պատկան մարմինների չհայտնելուն:
«Ես ակնկալում եմ, որ ՀՀ պաշտպանության նախարարությունը, Քննչական կոմիտեն և զինդատախազությունն օբյեկտիվ քննության արդյունքում կբացահայտեն նշված հանցագործության բոլոր հանգամանքները: Մի բան ինձ համար ակնհայտ է, որ այսպիսի դեպքերի թաքցնելը կասկած է սերմանում հասարակության ներսում Զինված ուժերի, դրա ղեկավարության նկատմամբ: Ես սա անընդունելի վարքագիծ եմ համարում, տարիներ շարունակ այդ ուղղությամբ իրականացվել է աշխատանք, և բոլոր դեպքերում մահվան փաստերի առթիվ հասարակությունը օպերատիվ տեղեկացվել է»,- ասաց Նորիկյանը:
Նրա խոսքով՝ այդ գործելաոճն ունի ենթատեքստ,դա չի կարող երկու կամ երեք գերատեսչության կողմից զուգահեռ լինել անփութություն:
Հարցին, թե Պաշտպանության նախարարության մի շարք պաշտոնյաներ, լրատվականի պատասխանատուներ, ինչպես նաև պաշտպանության նախարարը նշել են, որ դեպքը թաքցնելու կամ կոծկելու միտում չկա, իսկ նախարարը նշեց՝ նշանակված է փոքրիկ ծառայողական քննություն, ի՞նչ է նշանակում փոքրիկ ծառայողական քննությունը, և արդյոք դա կարող է տալ այդ մեծ հարցի պատասխանը, փաստաբանն ասաց. «Նախ մեծ ու փոքր ծառայողական քննություններ չեն լինում, բացի դրանից, պրակտիկան ցույց է տալիս, որ զորամասի հրամանատարը չի հայտնում այդ մասին, այլ ՊՆ-ի տեղեկատվության և լրատվության վարչությունն է հանդես գալիս համապատասխան հաղորդագրությամբ, կամ Քննչական կոմիտեի մամուլի ծառայությունը:
Հետևաբար ինչ-որ մեծ գիտահետազոտական գործունեություն պետք չէ ծավալել կամ փոքրիկ, մեծ ծառայողական քննություն անցկացնել: Խնդիրը հրապարակման ձևի մեջ չէ, խնդիրը դեպքը թաքցնելու ենթատեքստի մեջ է, որն է եղել շարժառիթը»:
